Job summary

County Governance & Performance Office is seeking a Governance & Performance Analyst (Levels I–IV) to support the Budget and Risk Management Department in planning, preparing, and overseeing countywide budgets, with duties spanning entry-level to senior-level analysis.

Analysts across levels contribute to financial data analysis, expenditure monitoring, and policy compliance, with higher levels leading projects and coordinating cross-department initiatives.

Qualifications

  • Bachelor's degree in public administration, accounting, finance or related field.
  • Experience levels vary by level; progressive years in finance, budgeting or accounting.
  • Knowledge of local government finance and budget processes preferred.

Responsibilities

  • Assist in planning, developing, evaluating, and monitoring departmental and countywide budgets.
  • Review and analyze departmental budget requests for necessity, accuracy, and alignment with County objectives.
  • Monitor expenditures and identify variances; provide corrective recommendations.
  • Prepare recurring and ad-hoc budget reports, financial summaries, and data analyses for department leadership.
  • Estimate program costs and forecast revenues and expenditures.
  • Analyze accounting data to determine funding needs for programs and initiatives.
  • Review contracts and fiscal documents for budgetary compliance.
  • Support implementation or improvement of budget systems and processes; senior levels may lead enhancement projects.
  • Participate in special projects and assignments; senior levels may coordinate or oversee project teams.
  • Perform other related duties as assigned.

Job description

The Governance & Performance Analyst (Levels I–IV) supports the Budget and Risk Management Department in the planning, preparation, analysis, and oversight of countywide budgets. Depending on the level, this role may range from performing professional entry-level budget work to serving as a senior resource responsible for complex analysis, cross-departmental coordination, and project leadership. Analysts at all levels contribute to supporting departments, analyzing financial data, monitoring expenditures, and ensuring compliance with County policy and budgetary guidelines

Supervisory Responsibilities:

This position has no supervisory responsibilities

Knowledge, Skills, & Abilities:

  • Strong customer service and communication skills, both verbal and written.
  • Ability to prioritize work and perform effectively in a fast-paced environment.
  • Ability to work independently and collaboratively with team members and departments.
  • Proficiency with computers and Microsoft Office 365; higher levels require advanced spreadsheet and analytical skills.
  • Understanding of cost accounting, budgeting principles, and financial analysis; advanced knowledge required at higher levels.
  • Bachelor’s degree in Public Administration, Accounting, Finance, Business Administration, Planning, Analytics or a related field
  • Years of experience requirements will vary by level and are typically progressive. Examples include:
    Level I: Two (2) year of experience in finance, accounting, or budgeting, preferably in local government finance or public administration.
  • Level II: Three (3) years of experience in finance, accounting, or budgeting, preferably in local government finance or public administration.
  • Level III: Four (4) years of experience in finance, accounting, or budgeting, preferably in local government finance or public administration.
  • Level IV: Six (6) years of experience in finance, accounting or budgeting, preferably in local government finance or public administration and one (1) year of supervisory experience.

Preferred Requirements:

  • Master's Degree in Accounting, Business Administration, Public Administration, or related field.
  • Experience in local government finance or public administration.
  • Advanced analytics or system-enhancement experience (higher levels).

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
