Good Governance Expert - National (Expert Pool 2) Democracy International (DI) is establishing an international roster of
short‑term experts to support the anticipated Strengthening Good Governance (GoGo) Programme in Kenya, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union and implemented by GIZ. Working in close coordination with Kenyan public‑sector institutions, county governments, and civil‑society partners, the programme advances anti‑corruption, public‑finance integrity, transparency, accountability, and efforts to curb illicit financial flows (IFFs). Experts in this pool will be based in Kenya and provide demand‑driven research, policy analysis, digital tool development, and capacity‑building services across national and county partners, including the OAG&DoJ, EACC, PPRA, CAJ, county assemblies, and civil society organizations. Assignments will vary in duration and modality (remote, Nairobi‑based, or county‑level travel) and are contingent upon funding and task orders issued by DI in coordination with GIZ and Kenyan counterparts
Essential Job Duties: The position’s responsibilities will include: Programmatic
- Conduct targeted studies and diagnostics on anti‑corruption, PFM, gender‑responsive budgeting, whistle‑blower protection, and illicit financial flows.
- Draft, review, or update policies, bills, regulations, and operational guidelines aligned with Kenya’s governance reforms.
- Facilitate in‑person and virtual trainings, peer‑to‑peer mentoring, and coaching for public institutions, county governments, LEAs, and CSOs.
- Design, refine, or pilot digital accountability tools (e.g., Citizen Feedback mobile apps, CMIS modules, online beneficial‑ownership registers).
- Provide technical advice to county assemblies on implementing Auditor‑General and PPRA recommendations, climate‑finance audits, and AGPO reforms.
- Contribute to knowledge‑sharing workshops and thematic communities of practice.
Administrative
- Coordinate work‑plans, level‑of‑effort, and deliverable schedules with DI’s Nairobi‑based Pool Manager and home‑office team.
- Prepare concise inception notes, workshop agendas, and end‑of‑assignment reports in line with GoGo monitoring‑and‑evaluation (M&E) and EU data‑protection requirements.
- Maintain all technical products (training decks, manuals, datasets) in DI’s secure knowledge‑management systems and transfer ownership to Kenyan partners as agreed.
Deliverables:- Thematic analysis papers, policy or legislative drafts, or technical briefs aligned with programme indicators.
- Modular training curricula, facilitator guides, and training‑of‑trainers (ToT) packages.
- Workshop and mentoring session reports with participant demographics and feedback.
- Functional digital tools or prototypes with user documentation.
- End‑of‑assignment report (≤ 2 pages) summarizing results, lessons learned, and next‑step recommendations.
Qualifications:- Master’s degree in economics, ICT, public finance, law, political science, accounting, or a closely related field.
- Minimum ten (10) years of professional experience providing advisory or capacity‑building services within Kenya’s governance sector.
- Deep technical expertise (≥ 10 years) in one of the following specializations—candidates should clearly identify their primary area:
- Anti‑Corruption
- Public Financial Management (e.g., climate finance, procurement, audit)
- Transparency & Accountability
- Illicit Finance / AML‑CFT & FATF compliance
- Demonstrated record of producing high‑quality analytical products, legislative drafting, institutional strengthening initiatives, or digital governance solutions.
- Excellent written and spoken English (C2); proficiency in Kiswahili required; additional Kenyan languages an asset.
- Strong facilitation, stakeholder‑engagement, and interpersonal skills, with experience collaborating across government, civil society, and development partners.
- Familiarity with GIZ, EU, or USAID results‑based management and reporting frameworks preferred.
- Experts will report to DI’s Nairobi‑based Pool Manager for the GoGo Programme, with technical oversight from DI’s Project Director and in coordination with designated GIZ component leads and Kenyan partner focal points.
