Role: Global Technical Director
Reports to: Global Project Director
Location: Washington, DC, hybrid; remote
Minimum Requirements

Master’s degree in public health or related field required. PhD degree is an added advantage. In addition to education, position requires at least 10 years of leadership experience in designing, managing and implementing complex public health service delivery programs of similar size and scope, with at least five years’ experience leading projects in the Sub-Saharan Africa region. Demonstrated technical expertise in senior-level roles in at least four of the following: 1) HIV/AIDS; 2) TB; 3) malaria; 4) health systems strengthening; 5) health management information systems; 6) supply chain systems strengthening; 7) health workforce training and management; and 8) engagement with national Christian Health Associations and both national and global interfaith networks.

The Job

World Vision is seeking a Technical Director to serve as the senior global technical lead for a multi-million-dollar, multi-country, 5-year United States Government (USG) grant funded project called Faith and Community Initiative (FCI) focused on leveraging the efficiencies of existing faith networks and faith-based or community health providers to bring integrated HIV TB, Malaria, MNCH and nutrition services through a hub-and-spoke model across 16 priority countries. To deepen efficiency and align with national strategies, the project will work collaboratively with governments, faith networks, and national Christian Health Associations (CHAs) to deliver integrated services at community levels. The project will gradually transition the implementation of activities to national CHAs, Ministries of Health, and other local stakeholders by year-3 and finally by the end of the project. A key function of the Technical Director will be to work closely with the Global Project Director on transition planning for each country and in close collaboration with CHAs, government and relevant stakeholders.

Responsibilities will include

Project Technical Direction and Leadership
  • Provide Effective engagement of FCI Partners, government stakeholders and national Christian Health Associations to support the implementation of the donor-funded project, aimed at improving access to high-quality HIV, TB, malaria, MNCH, and nutrition services across priority countries.
  • Technical leadership to ensure integrated, differentiated service delivery using a faith-led health model in collaboration with government and other health providers.
  • Guiding and supervising in-country technical teams and c onsortium members to identify and adapt evidence-based practices, scale up demonstrated innovative models, approaches, and technologies to improve service delivery outcomes to achieve project objectives.
  • Leadership and coordination of project’s technical design, implementation, monitoring/tracking progress of project indicators and reporting, working closely with the Global Project Director, Global Management Team and country staff to ensure cohesion, synergy, quality assurance of all technical components while promoting standardization and cross-country South-to-South learning and achievement of project results across all components.
  • Development and implementation of a robust, individual and consolidated annual workplan across all countries, guiding the project toward successful fulfillment of its contractual obligations.
  • Lead knowledge management, documentation and dissemination efforts in collaboration with the MEL Director, compile, analyze, and disseminate, regular reports to the Global Project Director, support advocacy and resource mobilization efforts.
  • Perform other duties as assigned by the Global Project Director.
Problem Solving
  • Oversee results framework, workplans, and technical standards; ensure evidence-based interventions.
  • Ensure technical capacity of staff to manage a decentralized project that builds on the capacity of governments and faith-based hospitals/health facilities to support frontline health facilities, community health workers, and faith leaders to provide HIV, TB, malaria. MNCH and nutrition services.
  • Provide ongoing leadership and oversight to consortium partners and CHAs in identifying performance and system gaps in providing uninterrupted HIV/AIDS, TB, malaria, MNCH, and nutrition services.
  • Assist in identifying areas of concern, evaluate the project’s effectiveness, and work with the project team to implement viable solutions to achieve the project’s goals.
Strategic Collaboration & Engagement
  • In the Global Project Director’s absence, the Technical Director will assume overall leadership and management responsibility for the project.
  • Work closely with the Finance Director to ensure that the budget corresponds to and reinforces supported countries’ activities.
  • Close collaboration with monitoring, evaluation, and learning (MEL) teams in each country to ensure programs robust implementation are aligned with the monitoring progress of indicators, evaluation, and learning while ensuring continuous quality improvement.
  • Over the five-year period, the Technical Director will lead technical teams in all 16 countries to gradually transition his/her responsibilities to the national Christian Health Associations, Ministries of Health, and/or other local stakeholders.
You bring these skills
  • Experience managing multi-country large scale integrated, complex projects/grants in or with INGOs, or consortiums, local and regional partners.
  • Strong health experience in HIV/AIDS, TB, Malaria and MNCH and integration of these services.
  • Experience documenting lessons learned and knowledge sharing between consortium, project teams and external stakeholders through various means (e.g. organized learning and dissemination opportunities, South to South sharing).
  • Experience working in and with cross cultural environments and cultures and in Africa.
  • Demonstrates effective computer skills, including use of Microsoft Office Suite, Lotus Notes, intranet and Internet, and various software applications and databases used in work efforts.
  • Flexibility to perform other duties as required by the multi-country grant.

  • Knowledge of the US Government international assistance program requirements.
  • Professional fluency in English is required.
