Job Description

The IRC’s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC’s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments if incumbent is interested).

Job Overview:

The Economic Recovery and Development (ERD) Coordinator, Global Surge will comprehensively support the ERD Teams in the assessment, design, and application of high-quality programs to meet basic needs, food security and livelihood outcomes. They will likewise ensure national and international guidelines are adhered to as well as uphold quality standards and ensure results-based monitoring & evaluation.

Major Responsibilities:

  • Provide strategic direction and overall technical and management support to ERD programs in IRC country programs, spanning emergency response, early recovery, and economic development.
  • Support the development and upkeep of a coherent ERD strategy and workplan across all IRC country offices, aligning with the country’s Strategic Action Plan (SAP).
  • Coordinate closely and regularly with country and technical leaders to ensure quality implementation, donor compliance, and business development.
  • Ensure smooth management and integration of developed project work plans and budgets, timely recruitment, and accurate reporting in compliance with IRC and donor regulations.
  • Ensure that the ERD department produces high-quality inputs for program-specific budget management tools. This includes, but is not limited to, activity plans, Gantt charts, procurement plans, financial forecasts, and budget vs. actuals.
  • Manage and mentor ERD team members as needed, as well as hiring and managing of regular or incentive workers, including recruitment, evaluation, and on-the-job orientation and training.
  • Actively participate in the Grant Management Meeting process.
  • Ensure the implementation of existing M&E systems, provide guidance where needed to improve the efficiency of these systems.
  • Work alongside M&E staff to ensure data is collected and used to optimize program quality.
  • Ensure that reports are high quality, submitted on time, and meet all internal and external reporting requirements.
  • Lead design processes and proposal/budget development that ensures new or adapted ERD programming focuses on improving efficiencies, impact, and integrated approaches.
  • Support the Country Director, DDP, Grants Coordinator, ERD TA, and IRC’s global fundraising teams on identification and cultivation of relevant institutional and private donors.
  • Lead identification and pre-positioning of relevant implementation partnerships with local and international NGOs, community organizations, government agencies, businesses and business networks, and financial service providers to best allow for sustainable service to our clients.
  • Provide technical assistance including supportive supervision to IRC’s staff and partners working on all ERD projects.

Job Requirements:

  • Undergraduate degree, in nutrition, food security, agriculture, logistics or related field and technical accreditation or equivalent experience; Master’s degree seen as an asset.
  • Shown experience in the humanitarian or development sector with progressive management and decision-making responsibility, including substantial international experience implementing livelihoods activities. Experience working in diverse emergency, recovery post-conflict or development contexts across countries and regions preferred.
  • Demonstrated skills in effectively running and building programs and/or operations in high-pressure, fluid environments. Leadership and team management skills are crucial.
  • Prior success managing in an emergency environment and/or start-up environment as part of a multinational team.
  • Excellent communication skills including delivering presentations to professional, lay and donor audiences.
  • Shown writing and editing skills, including writing, and editing grant proposals and reports.
  • Effective people and program management skills: the ability to train, lead and manage staff productively under stressful circumstances.
  • Flexible and yet focused & reliable in an environment of changing demands.
  • Good digital literacy: Facility with MS Word, Excel, and email/internet software.
  • Fluency in English. Working knowledge of French, Arabic and/or Spanish strongly preferred
  • Excellent interpersonal skills involving listening to, interacting with, and communicating clearly with people from diverse nationalities and backgrounds with a high degree of professionalism and pro-activity
