Job summary

Northrop Grumman in Plymouth, MN is seeking a Global Supply Chain Proposal Manager to lead the scope of proposals across Armament Systems programs, coordinating cost, schedule, and technical elements for USG-certified proposals.

The role requires managing cross-functional teams, developing ROM estimates, cost models, and ensuring compliant, compelling proposals. Travel up to 10% may be required; relocation assistance is not offered.

Qualifications

• Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M).
• Working knowledge of FAR, DFARs and other Government procurement regulations.
• Experience with USG certified proposal creation, documentation and submittal.

Responsibilities

• Manages all SCM cost volume activities and compiles cost, schedule, and technical elements for proposals per RFP specs.
• Lead a team of buyers to obtain quotes and upload into costed BOMs.
• Support and lead contracting tasks including RFP development and proposal evaluation.
