Global Obligation Delivery Mgr, Global Service Compliance - Ext Affairs

Project Kuiper is an initiative to increase global broadband access through a constellation of 3,236 satellites in low Earth orbit (LEO). Its mission is to bring fast, affordable broadband to unserved and underserved communities around the world. Project Kuiper will help close the digital divide by delivering fast, affordable broadband to a wide range of customers, including consumers, businesses, government agencies, and other organizations operating in places without reliable connectivity.

The Global Service Compliance – External Affairs team manages service compliance programs in support of the expansion and ongoing offering of Kuiper communications services and products. The Global Obligations Delivery Manager will hire and develop a global team, responsible for production and delivery of all external facing deliverables including reporting, payments, and other requirements. This manager will use deep compliance subject matter expertise to drive cross-organization alignment on optimized legal, financial, and product reporting structures with a goal to maintain compliance and minimize financial and regulatory impact to Kuiper businesses. This leader will be responsible for implementing Go-To-Market compliance strategies that align to and enable business launch timelines across the globe.

End deliverables for the team will include production and delivery of complex revenue and subscribership reporting, regulatory fee payments based on the same, network availability reporting, and all other obligation deliverables to be submitted directly to regulators. You will obsess over internal and external customers to ensure accurate and complete (i.e., on time, in the right currency, via the right payment methods) obligation delivery, and documentation, every time, in every country.

You and your team will do all of this to support global expansion timelines for Kuiper and enable Kuiper businesses to maintain licenses while minimizing financial and reputational impacts to Kuiper and Amazon as a whole.

Export Control Requirement: Due to applicable export control laws and regulations, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.

Key job responsibilities
  1. Use deep subject matter expertise and experience in highly regulated domains to translate complex compliance obligations into business, technical, and operational requirements and mechanisms for delivery.
  2. Develop and implement compliance Go-To-Market (GTM) strategies in alignment with business goals. Deliverables and goals focus on enabling licensing, launch timelines, and product expansion across global entities.
  3. Drive alignment and optimization of legal, financial, and product structures that minimize risk to Kuiper and drive compliance.
  4. Responsible for producing all service compliance obligation deliverables required to meet compliance obligations for Kuiper as a communications service provider enabling current and future business product offerings and customer strategies.
A day in the life
  1. Develop and optimize mechanisms to manage scheduling and capacity across your team and related support functions. Ensuring accurate and timely delivery of complex reporting and financial calculations using large data sets from a variety of data sources.
  2. Aligns directly with Finance, Legal, Accounting, and Tax (FLAT) on reporting matters including detailed line-item mapping to General Ledger (GL)/Sub-GL data.
  3. Implement and improve operational processes to ensure timely and accurate payments supporting various payment types, bank accounts, legal entity structures and approvals.
  4. Coordinate across Kuiper entities, and across Amazon addressing the unique nature of Kuiper operating as a global Communications Service Provider.
BASIC QUALIFICATIONS
  1. A minimum of 5 years regulatory assessments, financial reporting, or audit experience responsible for complex compliance requirements.
  2. A minimum of 7 years management experience leading high performance operational teams.
  3. 3 years minimum leading go to market, expansions, product support functions to roll out new products and offerings with regulatory requirements.
PREFERRED QUALIFICATIONS
  1. Experience managing globally dispersed teams, regulations, and/or partners.
  2. Excellent ability to build strong relationships with internal and external clients and customers.
  3. Telecommunications/Satellite industry compliance experience.
  4. Finance, Audit, Accounting, Tax, international payments systems experience.
  5. Experience working directly with regulators on compliance obligations.
  6. Experience translating complex compliance requirements into operational processes, and/or automating processes in coordination with engineering resources and teams.

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $146,500/year in our lowest geographic market up to $242,200/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
