Qualifications

Responsibilities

  • Own end-to-end payroll activities for international assignees, including regular pay, allowances, expenses, gross-ups, and shadow payroll for Japan.
  • Coordinate with external payroll and tax providers to ensure U.S. tax compliance and year‑end adjustments.
  • Process journal entries, reconcile expatriate accounts monthly, respond to Finance inquiries.
  • Manage the full lifecycle of international assignments: relocation, immigration, onboarding, payroll, benefits, and tax filing.
  • Maintain current records of assignee information: immigration status, leases, and dependents.
  • Administer expatriate benefit plans and handle enrollment, coverage, and claims.
  • Review invoices from service providers, tax authorities, and internal customers; coordinate with Finance AP/AR.
  • Generate inter‑company invoices and monitor payments with Finance teams.
  • Identify opportunities to improve Global Mobility processes, controls, and service delivery.
  • Support HR administrative activities and participate in related projects.

Position Summary:

DCMA is seeking a bilingual (Japanese‑English) Global Mobility Specialist to join our Human Resources team in New York. In this role, you will provide effective Global Mobility and International Assignment support to DCMA and its affiliates. The role serves as a key liaison among HR teams in the U.S. and Tokyo, managers, and external service providers. Drawing on knowledge of accounting, HRIS, and global mobility practices, the position helps strengthen Global Mobility operations and supports broader HR processes.

Core Responsibilities:
  • Own end-to-end payroll activities for international assignees, including regular pay, allowances, miscellaneous expenses, gross‑ups, and shadow payroll for Japan salary, bonus, and retirement funds.
  • Partner with external payroll and tax service providers to support compliance with U.S. tax requirements, including year‑end adjustments.
  • Process journal entries, reconcile expatriate accounts monthly, and respond to Finance inquiries.
  • Administer the full lifecycle of international assignments, including relocation, immigration, onboarding, payroll, benefits, and tax filing processes.
  • Ensure accurate and current records of international assignee information, including immigration status, residential lease agreements, and dependent information.
  • Administer expatriate benefit plans, including enrollment, coverage, and claim‑related issues.
  • Evaluate and process external and inter‑company invoices from service providers, tax authorities, and internal stakeholders, in collaboration with Finance AP.
  • Generate inter‑company invoices and monitor payments in collaboration with Finance AR.
  • Partner with HR, Finance, and external service providers to identify opportunities to improve Global Mobility processes, documentation, controls, and service delivery.
  • Support HR administrative activities and contribute to other projects and initiatives as needed.
Qualifications:
  • Advanced Japanese language proficiency required
  • 5–7 years of relevant experience in HR/Global Mobility, with an understanding of international business operations
  • Specific experience with HRIS systems, payroll, accounting, and tax
  • Ability to maintain a high level of confidentiality and treat sensitive information with discretion
  • Intermediate to advanced proficiency with Microsoft Office Suite applications, such as Word, Excel, PowerPoint, and Outlook, as well as applications related to human resources, benefits, and payroll administration
  • Strong attention to detail, organizational skills, and a collaborative, team‑oriented approach
  • Ability to communicate effectively with professionals at all levels of the organization
  • Ability to work effectively across cultures and time zones, exercising sound judgment, discretion, and attention to sensitive matters
