Job summary

Virginia Economic Development Partnership in Chesapeake, VA seeks a Learning & Development Specialist to architect and drive workforce development at our new U.S. manufacturing facility.

Lead onboarding, instructional design, and training programs, partnering with corporate HQ and external partners to build a highly skilled workforce for plant operations. The role requires a Bachelor's in a related field, 10+ years in L&D, and experience supporting manufacturing settings.

Qualifications

• Bachelor’s degree in HR, Education, Instructional Design, Organizational Development, or related field; Master’s preferred.
• Minimum 10 years of progressive experience in Learning & Development or related areas.
• Experience supporting manufacturing, industrial, or technical environments.
• Experience developing onboarding frameworks, training systems, and structured on‑the‑job training programs.
• Experience administering LMS.
• Strong knowledge of adult learning principles and training operations.

Responsibilities

• Develop and execute workforce development strategies aligned with business goals and milestones.
• Serve as liaison between corporate HQ and local plant operations.
• Design and develop training programs, modules, job aids, and visual work instructions.
• Partner with Engineering, EHS, Quality, and Production to transform procedures into training materials.
• Build leadership development programs for frontline supervisors and team leaders.
• Facilitate onboarding programs for new employees.
• Coordinate hands-on training opportunities, including partnerships with Korea operations.
• Develop team-building and cross-cultural integration programs for US and Korean staff.
• Manage LMS and day-to-day training operations.
