Responsibilities

• Monitor current national and international HIV guidelines and provide programmatic recommendations.

• Review program tools and deliverables for guideline consistency and funder requirements; flag licensed clinical review needs.
• Analyze indicators to identify gaps and propose corrective actions and quality improvements.
• Develop training materials and facilitate sessions for staff and partners (in person or virtual).
• Prepare technical reports, briefs, and presentations; participate in stakeholder meetings.
• Support transition to local ownership through planning, capacity strengthening, and sustainability activities.
• Conduct technical assistance visits focused on assessments, guideline implementation, and coordination.

Candidates must reside in one of these states by their employment start date and must be within commutable distance of the GSSHealth Baltimore office. The position may require up to 15% international travel.

Position Summary

GSSHealth is seeking a Global Health HIV Program Technical Specialist to provide technical guidance and implementation support for HIV prevention, care, and treatment programs implemented with government, military health, and funding partners across multiple countries. This is a technical advisory role; it does not provide patient care or involve clinical supervision or mentorship of physicians or other licensed healthcare providers.

The Technical Specialist will interpret national and international HIV guidance and help project teams translate it into practical workplans, tools, training resources, quality improvement activities, and program recommendations. The role will use program data and implementation findings to recommend corrective actions and support sustainable country ownership. The position combines HIV program expertise, technical writing, data-informed program improvement, stakeholder engagement, and international travel.

Compensation and Benefits

The anticipated salary range for this position is $90,000 to $110,000 annually, based on qualifications, experience, and internal equity. Benefits include health insurance, dental and vision coverage, generous paid time off, and retirement plan with employer 3% match.

Essential Responsibilities

The employee must be able to perform the following essential functions with or without reasonable accommodation.

• Monitor current national and international HIV guidelines and provide programmatic recommendations for HIV prevention, testing, linkage, care, and treatment activities in partner countries.
• Help country teams translate applicable guidance into workplans, standard operating procedures (SOPs), algorithms, job aids, checklists, training resources, and quality improvement activities.
• Provide technical guidance on HIV program standards related to antiretroviral therapy, advanced HIV disease, HIV/TB integration, prevention of mother-to-child transmission (PMTCT), viral load monitoring, PrEP, differentiated service delivery, and other priority areas.
• Review implementation approaches, technical deliverables, and program tools for consistency with applicable guidelines, funder requirements, and established best practices; identify matters that require review by a licensed clinical professional.
• Analyze program indicators, assessment results, and implementation findings to identify service-delivery gaps and recommend feasible corrective actions and quality improvement priorities.
• Develop and adapt training and orientation materials and facilitate sessions (in-person or virtually) on HIV guidelines, program standards, and implementation processes for project staff and partner teams.
• Prepare technical reports, guidance documents, briefs, success stories, presentations, and other project documentation.
• Participate in technical and programmatic meetings with stakeholders.
• Support transition of program ownership to local health systems through implementation planning, capacity strengthening, documentation, and sustainability planning.
• Conduct technical assistance visits focused on program assessments, guideline implementation, quality improvement, stakeholder coordination, and planning. The role does not provide direct patient care, make patient-specific clinical decisions, or clinically supervise healthcare providers.

Required Qualifications

• Bachelor's degree in public health, global health, epidemiology, health policy, health systems, program management, or a related field.
• Minimum of five years of progressively responsible experience supporting HIV programs, including program design, implementation, technical assistance, quality improvement, or monitoring and evaluation.
• Demonstrated experience interpreting and operationalizing national or international HIV guidelines within programs, particularly in low- and middle-income countries.
• Strong working knowledge of HIV prevention, testing, linkage, care, and treatment program standards, including antiretroviral therapy, advanced HIV disease, TB/HIV integration, PMTCT, viral load monitoring, PrEP, and differentiated service delivery.
• Experience reviewing program data and implementation findings, identifying performance gaps, and developing practical recommendations or corrective actions.
• Strong technical writing, presentation, and facilitation skills, including experience developing guidance documents, SOPs, job aids, training materials, or reports for varied audiences.
• Ability to work independently and collaboratively with multidisciplinary and multicultural teams and to communicate appropriately about matters requiring licensed clinical review.
• Willingness and ability to travel internationally up to 15%, including to resource-limited settings.

Preferred Qualifications

• Master's degree in public health, global health, epidemiology, health policy, health systems, program management, or a related field. A clinical degree or professional clinical license is not required.
• Professional proficiency in French, written and spoken.
• Experience working with military health systems, Ministries of Health, CDC, WHO, or other international health programs.
