Overview

Nakupuna Solutions seeks an HIV Technical Advisor to support U.S. Department of State global health priorities and foreign assistance programming under the America First Global Health Strategy (AFGHS). The Advisor will provide global technical engagement, country-level technical assistance, and award management for lifesaving HIV prevention, care, and treatment programs.

The Advisor will support GHSD headquarters, U.S. Embassies, partner governments, implementing partners, and other stakeholders in designing and implementing cost-effective, context-appropriate HIV services, including integration of HIV prevention, care, and treatment into broader health programs and systems. The position will contribute to the implementation, and evaluation of HIV programs, including milestone-based approaches supporting HIV service delivery and strategic assistance; provide technical guidance and capacity building to country teams; support program management and award performance; and ensure timely and accurate reporting.

Responsibilities

• Support global technical engagement and provide technical assistance to country teams and partner governments in the design and implementation of lifesaving HIV prevention, care, and treatment services, including integration with broader health programs and systems.
• Reviews and analyzes HIV-related epidemiological, programmatic, and performance data to identify trends, implementation challenges, program risks, and opportunities for improvement and implementation of best practices.
• Contribute to the design, implementation, and evaluation of HIV programs, including milestone-based approaches supporting HIV service delivery and strategic assistance.
• Develop and disseminate technical guidance, tools, training materials, and other resources for HIV prevention, care, treatment, integrated service delivery, and award management.
• Support award management by serving on GHSD award management teams, maintaining files, coordinating with U.S. Embassies on country implementation, and monitoring performance.
• Reviews programmatic, financial, and performance information to evaluate program effectiveness.
• Conducts site visits, program reviews, and other monitoring activities, including domestic and overseas travel, to assess implementation progress, verify reported accomplishments, evaluate program quality, and provide technical assistance to implementing partners and country teams.
• Serves as the primary headquarters HIV technical backstop for assigned countries, regional programs, and operating units within an HIV/AIDS portfolio, and maintains comprehensive knowledge of assigned country and regional health programs.
• Coordinates with interagency partners, regional and technical teams, implementing organizations, and other stakeholders to promote alignment of program activities with approved strategies, technical guidance, and foreign assistance objectives.
• Work collaboratively with Ministries of Health, U.S. Embassies, donors, implementing partners, and other stakeholders to strengthen program implementation, coordination, and sustainable country capacity.
• Prepare and support timely and accurate Congressional reports, leadership briefings, technical analyses, and other internal and external reporting products.
• Document and disseminate lessons learned, effective practices, and recommendations to inform country-level implementation and broader HIV program policy and practice.
• Perform other duties as assigned.

Deliverables

• Award management plans, technical HIV products, and performance-monitoring reports.
• Technical guidance documents, tools, training materials, and capacity-building products supporting HIV prevention, care, treatment, and integrated service delivery.
• Technical inputs and recommendations supporting the design of HIV programs, performance metrics, and milestone frameworks.
• Country-level technical assistance reports and recommendations addressing implementation challenges, performance gaps, and opportunities for program improvement.
• Congressional reports, leadership briefings, and related reporting products prepared and submitted in accordance with required timelines.
• Documentation of lessons learned, effective practices, and recommendations for strengthening HIV program implementation.
• Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations.
• Other deliverables as assigned.

Qualifications

Skills/Qualifications:

• The ideal candidate will possess strong technical expertise in HIV prevention, care, and/or treatment and demonstrated experience translating technical evidence and U.S. global health priorities into effective country-level programming. Demonstrated experience supporting PEPFAR-funded HIV programs, policies, or country implementation strongly preferred.
• Advanced expertise in HIV and global health service delivery, with substantial experience in HIV prevention, care, and treatment program design and implementation.
• Strong knowledge of HIV service-delivery approaches, including integration of HIV services with broader health programs and health systems.
• Experience developing, applying, and monitoring performance metrics, milestones, and results-based approaches to assess program performance.
• Demonstrated experience providing technical assistance and support to country teams, Ministries of Health, and local implementing partners, with an emphasis on strengthening sustainable, country-led capacity for HIV program implementation.
• Experience working collaboratively with Ministries of Health, U.S. Government stakeholders, donors, implementing partners, and other international and local partners in complex operating environments.
• Demonstrated ability to identify programmatic risks and implementation challenges, analyze performance information, and develop practical, evidence-informed recommendations.
• Familiarity with Congressional reporting requirements and processes for U.S. Government foreign assistance programs.
• Excellent written and verbal communication, stakeholder engagement, technical writing, briefing, and facilitation skills.
• Ability to operate effectively in complex and evolving environments while managing multiple priorities and competing deadlines.

Education and Experience:

• Master's degree or higher in Public Health, Biomedical Sciences, Health Policy, Medicine, or a related health-sciences field.
• 5 to 7 years of progressively responsible experience preferred in HIV or global health program implementation, including HIV technical assistance to countries, award management, performance management, and oversight of large-scale or complex portfolios.
• Demonstrated experience supporting HIV prevention, care, and treatment programs in an international, government, donor-funded, or global health development context.
• Experience working with and in international or resource-constrained settings preferred.

Work Schedule

Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC.

Travel

Up to 25% international travel required. Occasional domestic travel may also be required.

Clearance Requirements

Active Secret clearance required. Must be a U.S. citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market rates commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation rate for this position is $140,000.00 - $165,500.00 per year. The rate displayed represents the typical rate for this position and is just one component of Nakupuna Companies total compensation package for employees.
