Job description

The Texas General Land Office is seeking a Safety & Compliance Coordinator within the Human Resources Department of the agency.

Performs complex (journey-level) compliance analysis work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Employees at this level routinely assist others in performing work of greater complexity, provide guidance to others, and may prepare and present written and/or oral reports on compliance issues for agency management and other staff.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be:

· Develops, reviews, and updates GLO safety plans, identifying potential risks and ensuring regulatory compliance across departments. Manages operational aspects of departmental contracts, including renewals and compliance monitoring. Supports agency-wide safety and health programs to promote a safe working environment. Assists in the development of the emergency management and business continuity programs, serving in a backup capacity for various emergency management and security roles. Acts as a backup liaison with the State Office of Risk Management (SORM) and the Texas Department of Emergency Management during emergencies. Coordinates the communication of safety information across the agency, including issuing emergency notifications. Provides guidance on safety policies, delivers updates to staff, and contributes to the development and maintenance of safety procedures, manuals, and guidebooks.

· Provides operational and compliance guidance on Human Resources matters impacting agency programs and personnel. Interprets and advises on policies, procedures, rules, and regulations to ensure consistent application and regulatory compliance. Investigates, documents, and analyzes operational issues, identifying potential risks and offering actionable recommendations to support leadership decision-making. Conducts research and prepares ad hoc reports for strategic initiatives and special projects. Collects, reviews, and organizes sensitive documentation in alignment with GLO privacy policies, ensuring accuracy and regulatory adherence prior to external release.

· Serves as backup responder for on-the-job injuries and workers’ compensation claims, ensuring compliance with applicable laws and regulations. Serves as the Insurance Coordinator as needed and provides operational support for state employment verification records. Manages the agency’s defensive driving program, including course coordination and maintenance of the GLO authorized driver list.

· Collaborates on the GLO New Hire Orientation program by coordinating subject matter experts to support agency training and onboarding initiatives. Verifies the onboarding information and procedures are consistent for regular employees, contractors, interns and volunteers and all paperwork is complete and compliant with applicable Human Resource and GLO regulations and laws. Monitors the training sessions to ensure successful outcomes and employee engagement. Identifies needed changes, recommends solutions and implements approved updates to meet business needs. Conducts new hire orientation in the absence of new-hire coordinator. Maintains confidentiality regarding employee matters, including keeping documents with confidential information secure.

Minimum Qualifications:

· Graduation from an accredited four-year college or university in business administration, public administration, statistical analysis, or a related field.

· Two (2) to three (3) years’ experience in workplace safety, risk management, or regulatory compliance

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Preferred Qualifications:

· Experience in assisting with or leading safety audits, risk assessments, or incident investigations.

· Experience with compliance reports and updating manuals, policies and procedures.
