We are seeking an experienced GIS Web Application Developer to design, develop, and maintain web-based GIS applications that support spatial data visualization and interaction. The successful candidate will play a key role in developing advanced, user-friendly mapping and location-based services, leveraging Microsoft full-stack technologies and modern JavaScript frameworks.

This role is ideal for a candidate with strong GIS development experience and a solid foundation in front-end and back-end web technologies. Experience with government clients, particularly the State of California, is highly desirable.

This position is being submitted as part of a response to a Request for Proposal (RFP). Employment is contingent upon contract award. If awarded, the expected period of performance will be July 2025 through June 2028.

Work Schedule: Standard CNRA business hours

What You'll Do
  1. Design and develop complex web-based GIS applications using shapefiles, raster data, and spatial databases.
  2. Implement full-stack web solutions using Microsoft development technologies (.NET, C#, SQL Server, etc.).
  3. Build interactive, modern web applications using JavaScript frameworks (e.g., Angular, React, Vue).
  4. Collaborate with stakeholders to gather business/system requirements and translate them into functional technical solutions.
  5. Participate in the entire SDLC: design, development, testing, implementation, training, and user outreach.
  6. Ensure applications comply with accessibility standards including ADA, WCAG 2.1 AA, and Section 508.
  7. Conduct accessibility remediation and testing using screen readers, magnifiers, and browser-based tools like WAVE.
  8. Design and implement data visualizations and mapping tools that support spatial awareness and decision-making.
  9. Support mobile-responsiveness and cross-platform accessibility in all web applications.
What You'll Bring
  1. 3 years developing complex web-based map applications with GIS data such as shapefiles or raster data.
  2. 5 years of full-stack Microsoft development experience.
  3. 5 years of experience developing web-based applications using JavaScript frameworks (e.g., Angular, React).
  4. 3 years of experience in business/system requirements gathering, analysis, design, testing, implementation, training, and outreach.
  5. 3 years of experience performing accessibility remediation aligned with WCAG, ADA, and Section 508 standards.
  6. 3 years of experience using screen readers, magnifiers, and voice recognition tools.
  7. 2 years of experience with HTML accessibility techniques including ARIA, JavaScript, and AJAX.
  8. 2 years of experience using browser-based accessibility testing tools, such as WAVE.
  9. 3 years of experience creating data visualizations and mapping components.
  10. Experience working with California state agencies or in public sector project environments is a plus.
