Job summary

Skagit PUD seeks a GIS Technician to support data collection, QA/QC, and presentation of GIS and Cityworks AMS data for the potable water system. The in-office role emphasizes data integrity and asset management.

Qualifications

  • Associate degree or certificate in GIS, Geography, Surveying, or related field preferred; equivalent work experience considered.
  • 1–3 years GIS experience or relevant internship/field experience; utility experience preferred but not required.
  • Working knowledge of ESRI ArcGIS Pro and online GIS tools (ArcGIS Enterprise/ArcGIS Online).
  • Basic understanding of water utility assets and construction terminology preferred.
  • Willingness to learn Python/SQL for simple automation tasks.
  • Ability to use spreadsheets and reporting tools.
  • Excellent communication skills, reading, writing, and speaking English.
  • Ability to follow and contribute to documentation and standard procedures.

  • Follow established GIS procedures and assist in workflow improvements.
  • Perform QA/QC on GIS data; assist with Python or SQL scripts as needed.
  • Prepare and clean GIS data for integrations such as hydraulic modeling, utility network, asset management, etc.
  • Run routine spatial analyses and geoprocessing tasks using standard tools and templates.
  • Post CIP and developer projects to GIS by referencing and interpreting record drawings and GNSS field data.
  • Provide first-line GIS support to staff and scale technical issues.
  • Provide basic Cityworks AMS support and data entry.
  • Generate work activities to assist with asset inspections and CIP.
  • QA/QC on work activities interfacing with GIS asset inventory.
  • Assist staff in completing digital database searches and review data for accuracy.

Public Utility District No. 1 of Skagit County ("PUD") is seeking a GIS Technician. entry to mid-level geographic information system (GIS) and Trimble Cityworks asset management system (AMS) tasks supporting the collection, maintenance, QA/QC, documentation, and presentation of GIS and AMS work activity data for Skagit PUD's potable water system. The GIS Technician ensures data integrity and contributes to the efficient operation of the PUD's water utility asset management efforts. This is an in-office position.

Core job responsibilities include:

  • Assist with the administration of ESRI ArcGIS Enterprise and ArcGIS Online.
  • Support the creation and maintenance of web maps and applications.
  • Follow established GIS procedures and assist in workflow improvements.
  • Perform QA/QC on GIS data using provided tools and checklists; assist with Python or SQL scripts as needed.
  • Prepare and clean GIS data to support current and planned integrations such as hydraulic modeling, utility network, asset management, work management, document management, etc.
  • Run routine spatial analyses and geoprocessing tasks using standard tools and templates.
  • Post capital improvement projects (CIP) and developer projects to GIS by referencing and interpreting record drawings and GNSS field data.
  • Provide first-line GIS support to staff and scale technical issues.
  • Provide basic Cityworks AMS support and data entry.
  • Generate work activities to assist with asset inspections and capital improvement.
  • Perform QA/QC on work activities that interface with GIS asset inventory.
  • Assist staff in completing digital database searches in Electronic Directories, Document Management, and GIS.
  • Complete searches for relevant information, and documents, and review the data for accuracy and completeness, compare data, and produce digital files or hard copies of originals for Engineering and Operations staff.
Qualifications and Requirements
  • Associate degree or certificate in GIS, Geography, Surveying, or related field preferred; equivalent work experience considered.
  • One to three years of GIS experience or relevant internship/field experience; utility experience preferred but not required.
  • Working knowledge of ESRI ArcGIS Pro and online GIS tools (ArcGIS Enterprise/ArcGIS Online).
  • Basic understanding of water utility assets and construction terminology preferred.
  • Basic familiarity with asset management concepts and maintenance workflows.
  • Experience with basic scripting or willingness to learn Python/SQL for simple automation tasks preferred.
  • Ability to use spreadsheets and reporting tools.
  • Excellent communication skills, and proficient in reading, writing, and speaking English.
  • Ability to follow and contribute to documentation and standard procedures.
  • Provide basic user support and training under supervision.
Compensation

The full 2026 salary range for this position is $37.20-$53.57 per hour. However, starting wage typically begins in the bottom quartile ($37.20-$41.29) per Skagit PUD's salary guidelines, which allow for growth beyond the top of the market due to performance and longevity. Starting salary and level placement will be dependent upon previous experience and qualifications.
