Job summary

Lancaster County's Assessor's GIS team seeks a mapper to prepare, maintain, and update parcel maps using ArcGIS Pro. The role translates recorded deeds and plats into accurate digital ownership data within the county GIS.

You will perform data entry, update tax parcel numbers, and provide technical assistance to county departments. An associate degree in drafting and mapping is required, with 1–2 years of relevant experience.

Qualifications

This position includes on-the-job training and experience. Primary duties include performing skilled digital mapping using ArcGIS Pro to prepare, maintain, and update digital maps and parcel data for the County Assessor’s mapping section. The position requires the ability to interpret recorded plats, deeds, and other legal property documents and translate the information contained within those documents into accurate digital representations of property boundaries and ownership information within the County’s Geographic Information System (GIS).

Primary duties include performing skilled digital mapping using ArcGIS Pro to prepare, maintain, and update digital maps and parcel data for the County Assessor’s mapping section. The position requires the ability to interpret recorded plats, deeds, and other legal property documents and translate the information contained within those documents into accurate digital representations of property boundaries and ownership information within the County’s Geographic Information System (GIS).
The position is responsible for maintaining accurate and current parcel data that serves as the authoritative property mapping resource for the Assessor’s Office and as a foundational GIS data layer utilized by other County departments. Duties also include conducting historical research on parcels and property records to resolve discrepancies, establish historical property information, and assist in determining the appropriate representation of property within the GIS.
The position provides mapping data, research, analysis, and technical assistance to County departments and the general public. The employee must be able to communicate and explain property mapping, historical research findings, and related information in a clear and understandable manner to property owners, members of the public, County staff, and other interested parties. This position is intended to provide support for assessment mapping, county-wide interdepartmental Geographic Information Systems (GIS), Land Records maintenance and other functions as assigned. The position will report to the Assessor.

Examples of Duties

• Performs daily data entry to update and maintain the accuracy of the GIS mapping system.
• Creates, maintains, and updates database using AssessPro.
• Identify and corrects any errors found on both GIS and AssessPro.
• Updates maps/creates new tax parcel numbers as new data is received relative to new subdivisions, developments, property splits, property combinations, capital improvement projects, and other miscellaneous projects.
• Conducts research and interprets deeds by utilizing the Register of Deed’s database to review recorded legal documents, to insure correct platting of property descriptions.
• Produces printed maps for both the Assessor’s Office, other county offices, and the general public showing map features, property boundaries, platted lots, parcel numbers, etc.
• Provides technical assistance for the County GIS director when requested.
• Use of the Registry system to label deeds worked by mapping, with appropriate tax map numbers for properties described on a recorded deed.
• Attends meetings, conferences, and workshops to learn new advances in software, as well as advancing and continuing to develop a system already in use.
• Maintains a positive, helpful, constructive attitude and working relationship with other county department heads, employees, elected officials as well as the public.
• Maintains records on all subdivisions for the county to include acreage, right of ways, roads and common open spaces.
• Updates all applications/forms used in the daily function of the Assessor’s office.
• Assists with basic office administration duties such as data entry, filing, answering the phone and assisting the public with parcel/mapping issues.
• Processes, reviews, prepares and/or submits a variety of documents and reports to include; deeds, plats, property record cards, tax and road maps, abatements, request to split/combine parcels, as well as daily workflow sheets.
• Operates and oversees the maintenance of a variety of equipment, which may include a copier, computer, calculator, printer, plotter, etc.
• Provides assistance to the general public inquiring over the phone and in person regarding real property or any other property in the County.

Typical Qualifications

Requires an associate’s degree in computer drafting and mapping skills with a minimum of one to two years in computer drafting and mapping skills, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
