Job summary

Gfoat in Roanoke, TX seeks a GIS Specialist to maintain cartographic datasets in an Enterprise GIS. You will perform spatial analysis, automate data workflows, and support city departments with maps and data requests.

SCHEDULE: full-time, generally Mon. - Fri.

COMPENSATION: $3,099.11 - 3,796.41 bi-weekly, DOQ

(full range: $3,099.11 - 4,493.71 bi-weekly)

POSITION SUMMARY:

Under general supervision of the IT Manager, the incumbent is responsible for data creation and maintenance of cartographic documents and datasets in an Enterprise GIS System as well as fulfilling map and data requests from City departments. The incumbent is also responsible for performing spatial analysis, workflow design, scripting, and data automation. Other responsibilities include maintain data relationship in a GIS Centric Asset Management System, and providing GIS training and end user support to other City departments.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Establish procedures and standards for the creation and maintenance of geographically referenced datasets as required with periodic review of standards to meet changing needs and new technology. Plan, schedule, and perform work related to the production of reports, thematic maps, and other geographically related outputs, as required.
  • Oversee the collection of raw data for input into GIS; perform data entry, data conversion, and data organization for entry into the system. Verify and/or collect field data; compile, digitize, rectify, and enter interdepartmental information into the GIS database. Manipulate and analyze data to generate reports, maps, and other technical documents.
  • Design, deploy, and manage intuitive ArcGIS Web Apps and Web Maps, such as Survey 123 and QuickCapture, to support infrastructure, asset management, and field data collection.
  • Provide information and mapping requests on drainage, water, sanitary sewer, streets, fire hydrants, and property to City staff, private companies, and other governmental agencies as required.
  • Responsible for researching, designing, maintaining, and manipulating various datasets of significance to map production, geographic data analysis, and GIS based applications in all departments. Advise on compatibility issues with other software that may have a geographic component, as well as help maintain datasets necessary for the operation of GIS based applications or software in use by other departments.
  • Create and develop database layers for the City utility infrastructure and other City-managed assets in GIS.
  • Research and interpret engineering construction plans, plats, replats, legal metes and bounds descriptions and various mapped information; extract relevant information for entry; analyze and perform quality checks on all GIS data.
  • Provide technical assistance and support for GIS users, including troubleshooting, diagnostics, problem resolution, and general question response. Analyze user department requests and provide solutions to meet operational needs. Conduct end user training and develop end user documentation.
  • Research changes in the GIS Industry and advise on hardware, software, and other advancements in order to maintain an efficient and cost-effective system.
  • Interact with visitors, applicants, employees, and vendors and represent the City at various meetings, conferences, and professional organizations dealing with GIS related matted in a courteous and professional manner.
  • Regular, reliable, and punctual attendance is required.

ADDITIONAL DUTIES & RESPONSIBILITIES:

  • Assist with special and general administrative projects as assigned.
  • Performs miscellaneous job-related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:

  • Strong working knowledge of geospatial concepts, analytical methods, and applied spatial analysis, as well as data modeling, technical documentation, and project management.
  • Strong working knowledge working with different geospatial datasets in varying size and complexity; working with databases, designing data structures and organization schemes; data and system integration; and data and map preparation for use in reports and presentations.
  • Intermediate knowledge of cartographic procedures and practices, computer graphic systems, database design, ArcGIS, and ESRI software products, platforms, and tools.
  • Advanced working knowledge of ArcGIS Pro Modebuilder, ArcGIS Experience Buider, ArcGIS Field Maps, ArcGIS Arcade, Survey123, QuickCapture, and HTML required. Other programming knowledge preferred.
  • Intermediate working knowledge of asset management systems.
  • Intermediate knowledge of MS Word and MS Excel. Knowledge of or ability to learn and utilize Google Workspace.
  • Excellent oral and written communication skills.
  • Ability to research, analyze, problem solve, prioritize, and multi-task effectively, and work successfully in a dynamic, fast-paced environment with high demands and short time constraints.
  • Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.
  • Ability to perform basic mathematical equations necessary to perform related analysis.
  • Ability to operate various types of office equipment including copiers, scanners, fax machines, etc.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree from an accredited college or university in Geographic Information Systems, Environmental Science, Computer Science, or closely related field required.
  • A minimum of five (5) years of progressively responsible experience in GIS required. Municipal or public utility GIS experience is preferred.
  • A current GIS Professional (GISP) certification from the GIS Certification Institute (GISCI) is required.
  • Must have and maintain a valid Texas Driver’s license and safe driving record.
  • Must pass a pre-employment screening, background check (to include a CJIS background check) and employment eligibility verification.
