Job summary

Navajo Tribal Utility Authority is seeking a GIS Developer to design and build GIS software and web/mobile apps using Python, JavaScript, and C#. You will create and maintain GIS databases, manage data acquisition, and analyze spatial data to support forecast modeling and asset management.

You will visualize GIS data with ArcGIS Pro, ArcMap, QGIS, Google Earth and Maps, collaborate with software developers and data scientists, provide end-user training, and keep up with the latest GIS

Qualifications

• Bachelor's or Master's degree in a relevant field (CS/Engineering/Geography/IT/GIS).
• 2 years of GIS data models experience and ESRI ArcGIS knowledge.
• Valid driver's license.

Responsibilities

• Design and develop GIS software and apps (web/mobile) using Python, JavaScript, and C#.
• Create and maintain GIS databases: data acquisition, management, and analysis.
• Analyze spatial data to support forecasting, modeling, and asset management decisions.
• Create and maintain GIS maps/visualizations with ArcGIS Pro/ArcMap/QGIS/Google Earth/Maps.
• Collaborate with cross-functional teams to deploy GIS solutions.
• Provide user training and technical support for web and desktop GIS deployments.
• Stay current with GIS technologies and optimize GIS processes.
• Develop user documentation and serve as GIS web architect for NTUA.

Job description

Minimum Qualifications

• High school Diploma or GED Certificate.
• Bachelor's Degree or Master's Degree in Computer Science, Engineering, Geography, Technical, Science, Information Systems, Geographic Information Systems, Information Technology, or Software Development.
• 2 years experience in GIS Utility Data Models, ESRI ArcGIS Geometric and Utility Network Infrastructure.
• ESRI Arc GIS Developer Training Preferred.
• Valid state driver's license (subject to motor vehicle review).

Job Responsibilities and Performance Objectives

• Designing and developing GIS software and applications, including web and mobile applications, using programming languages such as Python, JavaScript, and C#.
• Creating and maintaining GIS databases, including data acquisition, data management, and data analysis.
• Analyzing and interpreting spatial data to solve complex problems and support decision‑making in forecast modeling and asset management.
• Creating and maintaining GIS maps and visualizations using tools such as ArcGIS Pro, ArcMap, QGIS, Google Earth, and Google Maps.
• Collaborating with cross‑functional teams, including software developers, data scientists, and geographers, to develop and implement GIS solutions for field data collection purposes and analytical modeling of existing infrastructure.
• Providing technical support and training to end‑users of GIS applications on both web‑based deployments and desktop systems.
• Staying current in the latest GIS technologies and trends and identifying opportunities to improve GIS systems and processes.
• Managing the development of user documentation for knowledge transfer.
• Serving as primary web developer and web architect for the NTUA GIS team.
• Maintaining professional and technical knowledge by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
• Assisting in office as needed.
• Performing other duties as assigned or requested.
