Job description

*Entire pay range is as advertised. Typical starting pay will be at the beginning of the range, depending on qualifications.*

Primary Purpose

A GIS practitioner and process innovator who collaborates with staff to discover, train, and implement location-based solutions. Builds user-friendly GIS applications, delivering geographic data products, and supporting departmental staff in applying GIS tools to meet operational goals. Serves on City project teams to propose and implement creative spatial solutions that enhance data quality and service delivery.

Supervision

Under the direct supervision of the Chief Technology Officer.

Responsibilities

  1. Collaborate with departmental staff to propose GIS-based process improvements.
  2. Support data team initiatives by translating departmental needs into GIS solutions.
  3. Communicate implementation plans and serve as a bridge between technical teams and department staff.
  4. Develop and maintain GIS web applications, dashboards, and map viewers tailored to specific user needs.
  5. Deliver training, documentation, and technical support to staff using GIS desktop and field tools.
  6. Administer the city's GIS data collection program, ensuring adherence to data standards.
  7. Configure and support mobile GIS applications and GPS collection equipment.
  8. Support drone-based imagery projects as needed, including capture, processing, and publishing.
  9. Produce professional cartographic products and respond to spatial data requests from departments.
  10. Deals effectively and courteously with all fellow staff and the public.
  11. Performs other duties as assigned.

Important Duties

  1. Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head.
  2. Assists in training staff in the use of position related equipment and software.
  3. Maintains a neat and orderly work area.
  4. Maintains confidentiality as required.

Education & Experience

  • At least two (2) years of experience working with GIS platforms and spatial data required.
  • Formal training, certification, or degree in GIS, Geography, or related field strongly preferred.

Knowledge, Skills, & Abilities

Must be able to utilize sound judgment and make decisions with the City’s best interest in mind, including cost; Must be able to communicate effectively and professionally, both verbally and in writing, and demonstrate good customer service; Must be able to complete work accurately with solid attention to detail; Must be able to maintain projects effectively and meet firm deadlines; Must possess people management skills, communication skills, critical thinking, and collaborative skills; Must demonstrate proficiency with the ESRI suite of tools, especially its Arcade expression language, and experience with web GIS applications and mobile GIS workflows; Must have the ability to work with remote sensing imagery and spatial analysis tools.

Special Requirements

  • Must possess a valid Missouri State Driver’s License and at times may be required to utilize one’s own personal vehicle to work at various City Department locations.

Miscellaneous Requirements

  • Must be at least 18 years of age.
  • May be required to work a variety of shifts including nights, weekends, or holidays.
  • Must be a dependable person due to the small size of the work force.
  • Subject to emergency call-in.

Physical Demands

Performs bending and reaching to both ground level and overhead; lifts, carries, pushes, and pulls up to 30 pounds; must be able to hold and grip objects and possess the ability to operate a computer keyboard and mouse; must be able to sit for prolonged periods.

Work Environment

Primarily indoors with heating and cooling regulated, May be exposed to extreme weather, dust or pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical or mechanical hazards and extreme noise. May be asked to work in confined spaces.
