JOB DESCRIPTION

Title: GIS Analyst

Department/Division: GIS

Status: Full-Time

Supervisor: GIS Director

Subordinates: None

POSITION SUMMARY:

The primary responsibilities of this position include managing and troubleshooting GIS databases/applications, overseeing special projects, and assisting with evaluating hardware and software needs. Individuals in this role also provide training, guidance, prioritization and leadership to other GIS department staff/interns as well as other tribal department staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops, maintains and administers the Tribal GIS Enterprise.
  • Prepares GIS layers, datasets, and applications for internal departments and others, including the creation of related metadata and customized GIS interfaces.
  • Performs a range of administrative tasks to support departmental operations, which may include grant writing and the preparation of administrative and service contracts.
  • Maintains all 911 GIS data including streets and address points.
  • Assigns addresses for new construction projects; conducts field verifications of existing addresses; troubleshoots and resolves addressing discrepancies, and communicates with relevant internal departments and external agencies.
  • Researches property descriptions, identifies and rectifies issues, and keeps relevant departments and Tribal officials informed.
  • Investigates and recommends improvements to Tribal GIS processes.
  • Maintains databases and ensures information is up-to-date.
  • Updates and maintains the Tribal parcel fabric, conducting verification of property corners through GPS data collection and researching discrepancies through property records and surveys.
  • Is responsible for conducting GPS data collection in the field to verify and maintain the Tribe’s GIS data.
  • Prints map books, ensuring adherence to standardized formats.
  • Uses land descriptions to verify GIS property data.
  • Creates maps and mapping applications Tribal departments and members.
  • Assists Tribal employees and the members by providing requested information.
  • Offers guidance and training to departmental staff, other GIS staff, and interns.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Geographic Information Systems (GIS), Geography, Computer Science, Engineering, Cartography, or a related field.
  • Two to four years of experience utilizing ArcGIS, Computer-Aided Drafting (CAD), or other relevant computer applications.
  • An additional two years of directly related experience may be substituted for each year of required education (up to a maximum of two years), provided that there is demonstrated knowledge, ability, and skills to effectively perform the work.
  • Must have a valid California Driver’s License.
  • Must be able to pass a background check.
  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. Must pass pre-employment and random drug testing during employment.
  • Indian preference will apply. The Pala Band of Mission Indians will give hiring preference to fully qualified applicants that are Pala Tribal Members.
