Job summary

The GIS Analyst position at Sacbar in Sacramento, CA is responsible for designing, programming, testing, and maintaining the District’s GIS, as well as creating databases and maps using both manual and automated methods.

Ideal candidates will have a Bachelor’s degree in GIS or related field, at least three years in GIS with two years in a lead role, and a California driver license. ESRI ArcGIS experience is essential and some partial remote scheduling may be available.

Job description

THE POSITION

The GIS Analyst is responsible for performing a full range of assigned duties, which include:

Designing, programming, testing and maintaining the District’s Geographical Information System (GIS); creating and maintaining databases, and producing a variety of maps and graphical presentations by manual and automated means.

Overseeing the Districts GIS platform, including maintaining updated water and land facilities; performing quality control on data download processes; and manipulating data from outside sources for use in the GIS.

Analyzing data and preparing associated reports/maps for use by appropriate departments.

Recommending and assisting in the implementation of GIS goals and objectives, establishing schedules and methods related to the use of AutoCAD and GIS standards.

Managing the GIS division budget, including preparation and administration; preparing cost estimates; submitting justifications for staffing, equipment, and supplies; monitoring and controlling expenditures.

Preparing requests for proposals (RFPs) for GIS services/products and assisting with the selection of outside vendors and consultants; providing oversight and direction to outside vendors and consultants and monitoring their performance.

Planning, prioritizing, assigning, supervising, and ensuring accuracy of the work of staff involved in duties supporting the District’s GIS system.

THE IDEAL CANDIDATE

Will be a technically skilled GIS professional with experience managing and supporting an Enterprise GIS environment and be able to independently perform complex GIS and related assignments.

Will be able to oversee the District’s Enterprise GIS, spatial analysis, mapping, and geospatial data management, and be able to plan and prioritize work.

Understands the principles and applications of ESRI-based GIS applications and related programming languages.

Demonstrates knowledge of GIS system concepts and analytical techniques, including computer mapping and digital data.

Will be able to collect, interpret, and integrate geographic and facilities data from multiple sources.

Can read, interpret and analyze record maps, construction drawings, graphs, satellite and aerial images and geographic conditions.

Will be able to diagnose, research, and resolve problems with GIS databases, applications, software and hardware and initiate corrective action; prepare accurate GIS cartographic products and other outputs.

Demonstrates the ability to plan, prioritize, organize, implement and direct staff assigned to support the District’s GIS system and perform mapping functions.

Has knowledge of budget preparation and monitoring, project management and contract administration.

QUALIFICATIONS

Education and Experience:

Experience:

Three (3) years of experience in GIS design, operations, and automated mapping systems with at least two (2) years in a lead position providing technical and functional supervision over assigned staff.

Education:

Bachelor’s degree* from an accredited college or university in GIS, Cartography, Geography, Information Systems, Systems, Engineering, or related field.

*Four (4) years of qualifying experience in addition to the experience requirement identified above may be substituted for the educational requirement.

License/Certification:

Valid California Driver License issued by the California Department of Motor Vehicles and proof of good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration.

COMPENSATION AND BENEFITS

This non-exempt, hourly position is compensated between $48.06-$60.06 hourly ($99,964.80 - $124,924.80 annually), DOE.
