Geospatial Information System and Knowledge Management Support Specialist

Job Overview

This position is contingent upon successful contract proposal submission and award. Prevailance is seeking an experienced and mission-focused professional to serve as a Geospatial Information System (GIS) and Knowledge Management (KM) Support Specialist for the Commander Navy Installations Command (CNIC). The role involves providing geospatial analysis, map creation, and knowledge management support to enhance situational awareness, incident management, and information consistency across various domains. Travel along the east coast of the U.S. may be required during COOP events.

Responsibilities
  • Provide expertise in Esri ArcGIS software for database administration, spatial analysis, and geodatabase management using SQL, Visual Basic, Python, etc.
  • Maintain geospatial databases within the Navy Ashore Enterprise, adhering to SDSFIE standards.
  • Create and update geospatial products supporting incident management and operations.
  • Apply spatial and 3D analysis techniques for accurate data production.
  • Establish and promote metadata standards for data clarity and integrity.
  • Support the Shore Enterprise Common Operational Picture (OCP) development and management.
  • Coordinate GIS data integration with system developers and administrators.
  • Assist Regional Operations Centers with GIS data during routine and incident responses.
  • Analyze CCIR, PIR, EEI, and develop corresponding GIS databases.
  • Support process improvements for Battle Watch operations and document procedures.
  • Provide knowledge management support in routine and crisis operations.
  • Maintain documentation, manuals, and training materials for Emergency Management applications.
  • Manage content on SharePoint sites and deliver briefings and training as needed.
  • Participate in meetings with emergency management staff regarding GIS and KM needs.
Requirements
  • Minimum 10 years of emergency management or operations center experience.
  • Knowledge of or experience with Navy installation EM programs.
  • Advanced proficiency with Esri ArcGIS and related GIS applications.
  • Strong understanding of SDSFIE and M&A environments.
  • Experience with SQL, Visual Basic, and Python scripting for GIS.
  • Expertise in geodatabase development, spatial and 3D analysis, metadata standards.
  • Support experience with systems like C4I Suite’s OCP.
  • Excellent written and verbal communication skills.
  • Ability to work independently and in teams in fast-paced environments.
Preferred Qualifications
  • Experience supporting Navy Echelon I-IV commands.
  • Familiarity with Navy or DoD operational protocols and incident management.
Education
  • BS or MS in Emergency Management preferred; equivalent military EM experience (at least 8 years) considered.
Security Clearance
  • Current SECRET security clearance required.
