Seeking a new career challenge? Then Woolpert is seeking you! Woolpert is hiring a GeoBase Regional Support Analyst (Geospatial Specialist II) to work on site at either Langley Air Force Base (AFB) in Hampton, VA, Joint Base Andrews in Prince George’s County, MD, or Bolling AFB in Washington, D.C.

The GeoBase Analyst will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the Air Force Civil Engineer Center (AFCEC) GeoBase program. The Analyst will support installations worldwide, utilizing Esri ArcGIS desktop and enterprise solutions to meet installation and GeoBase program geospatial requirements in coordination with GeoBase Service Desk managers.

Responsibilities

As a GeoBase Regional Support Analyst (Geospatial Specialist II) at Woolpert, you will:

  • Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase.
  • Create, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial data.
  • Perform data quality assurance and control, ensuring compliance with Air Force and Department of Defense geospatial data standards.
  • Perform regular and frequent data updates in coordination with analysts or government personnel located at DAF installations and other locations.
  • Work closely with end users in the Air Force installation GeoBase offices and other base organizations to support GIS requirements, technical issues, and training needs such as data stewardship, ArcGIS applications, SDSFIE data model, enterprise capabilities, and GeoBase program objectives.
  • Utilize the GeoBase Agile framework to enable task visibility and project transparency to AFCEC clients:
  • Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projects.
  • Maintain detailed continuity folders and AF GeoBase Knowledge Base, documenting current installation-specific workflows, Standard Operating Procedures, and GeoBase program functional processes to ensure sustained and reliable operations.
  • Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support.
  • Create and maintain installation and AF enterprise geospatial metadata.
  • Perform complex GIS data analysis, extraction (digitization), and geocoding processes.
  • Integrate geospatial imagery, lidar, survey, and field collected data into the GeoBase enterprise.
  • Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standards.
  • Analyze current processes and recommend improvements or other best practice solutions.
  • Maintain data for archival storage, record keeping, and inventory of source data and maps.
  • Work with GeoBase Portal content managers and technical teams to create or improve data and geoprocessing services for enterprise availability to all system users.

Qualifications

Minimum Requirements

  • U.S. citizenship.
  • Two (2) to four (4) years of geospatial experience.
  • Active Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 Investigation.
  • Willingness to undergo a pre-employment background check and drug screening.
  • Extensive knowledge of Esri ArcGIS software and capabilities:
    • Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro.
    • Two (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL).
  • Two (2) years of experience in a role requiring:
    • Excellent problem-solving and consulting skills with emphasis on client and team member engagement.
    • Proven experience providing excellent customer service.
    • Strong technical proficiency using Microsoft Office products.
    • Excellent written and verbal communication skills necessary for our dynamic working environment.
    • Attention to detail and proven experience meeting data quality assurance and accuracy standards.
    • Strong organizational, time management, and analytical skills.
    • Ability to work independently, collaboratively as part of a team, and as a member of a large organization.
    • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals.

Preferred Qualifications:

  • Experience with the DAF GeoBase program.
  • Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), GIS data standard, or other defined spatial data model.
  • Proficiency with Esri ArcSDE, ArcGIS Server, or ArcGIS Enterprise.
  • Proficiency using ArcGIS Data Reviewer extension.
  • Experience with GIS databases, database management software, Oracle, or SQL.
  • Proficiency in processing and using geospatial imagery and lidar data.
  • Experience with Agile project management methodology using Atlassian or similar platforms.
  • Enterprise GIS experience.
  • Experience with DoD geospatial data and systems.
