Job summary

Bituminous Roadways, Inc. in the Twin Cities metro area is seeking an experienced General Utility Superintendent to lead and oversee our Utility Division across sewer, water, storm sewer, and underground utility construction projects.

This senior leadership role drives safety, quality, productivity, workforce development, and profitability. You will mentor Utility Superintendents and collaborate with Project Management, Estimating, Equipment, Trucking, Safety, Paving, and Grading to ensure

Qualifications

  • 10+ years of underground utility or heavy civil construction experience.
  • 5+ years of leadership experience managing multiple crews, projects, or field leaders.
  • Strong knowledge of sewer, water, storm sewer, excavation, trench safety, and utility construction.
  • Ability to read construction plans, specifications, and schedules.
  • Valid driver's license and ability to travel to local jobsites.

Responsibilities

  • Lead the overall performance of the Utility Division.
  • Establish clear expectations for safety, quality, scheduling, and production.
  • Drive accountability and continuous improvement across multiple projects and crews.
  • Oversee utility construction operations from project startup through completion.
  • Direct workforce planning, crew structure, equipment utilization, and resource allocation.
  • Support project planning, constructability reviews, sequencing, and risk management.
  • Coordinate closely with field and office teams to ensure successful project delivery.
  • Manage division-level profitability and operational efficiency.
  • Review production, labor, equipment, and job cost performance.
  • Identify trends, solve challenges proactively, and implement corrective action when needed.
  • Recruit, mentor, and develop Utility Superintendents, Foremen, and future leaders.

This is a unique opportunity for an experienced utility construction leader to take ownership of a growing Utility Division and help shape its future. We are looking for someone who is passionate about developing people, strengthening teams, and creating a culture of accountability, safety, and operational excellence. You will have the opportunity to mentor Utility Superintendents and Foremen, influence business decisions, and play a key role in building the next generation of leaders while helping drive the division's long-term success.

Department: Field Operations

Work Schedule: Seasonal position (approximately 40 weeks annually) with potential for year-round employment for the right candidate.

Pay Type / Range: $110,000 - $150,000 per year (based on experience, type of work, and qualifications). Bonus Program eligibility.
(This pay range is a good-faith estimate of compensation for this role.)

Job Summary : We are seeking an experienced General Utility Superintendent to lead and oversee our Utility Division's operations across sewer, water, storm sewer, and underground utility construction projects throughout the Twin Cities metro area. This is a senior leadership role responsible for driving safety, quality, productivity, workforce development, and profitability. You'll lead a team of Utility Superintendents and collaborate with Project Management, Estimating, Equipment, Trucking, Safety, Paving, and Grading to ensure successful project execution.

  • Champion safe work practices and regulatory compliance.
  • Maintain strong relationships with municipalities, engineers, inspectors, contractors, and clients.
  • Protect and strengthen company reputation through reliable execution and communication.

Experience and Education:

Required Qualifications

Preferred Qualifications

  • Experience as a General Superintendent, Senior Superintendent, or similar operations leadership role.
  • Background in workforce planning, project scheduling, forecasting, and job cost analysis.
  • OSHA 30 certification.
  • Associate's or Bachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
