General Manager Job Description
Under policy direction of a five-member elected board of directors, the general manager provides executive direction of all functions, services, and activities of the Fallen Leaf Lake Community Services District (CSD). Directs the development of overall goals, objectives and policies. Oversees the operating and capital budgets and contract negotiations. Serves as the primary liaison for the District with a variety of city, county, state, and federal agencies. Performs other related work as required.
Note this is a part-time 0.25 FTE position, with seasonal variations:
0.4 FTE for the six months May 1 to October 31
0.1 FTE for the six months November 1 to April 30
Duties and Responsibilities
Provides overall executive direction of day-to-day and long-term operations and activities of the CSD, organizing and assigning responsibilities, and directing and overseeing the management provided by subordinate managers.
Within guidelines established by the board, directs the establishment of overall strategic plans, long-term goals, and objectives.
Provides financial oversight of the CSD, including financial controls, accounting, and bookkeeping activities; or oversees contractors who provide those services.
Manage the annual external audit of CSD financial statements
Oversees preparation and implementation of the annual CSD budget, including multiple budget scenarios as necessary.
Manage CSD funds, reserve funds, and enterprise funds. Provides summary financial reports and detailed financial statements as requested.
Keeps the board of directors advised of activities, issues or problems that may affect CSD operations.
Pursues excellence in public outreach, utilizing multiple forms of communication with members of the FLL community and recreational users of public spaces, considering use of modern digital communication tools as appropriate.
Represents the board of directors and the CSD in contacts with various federal, state and local government agencies, including US Forest Service, Tahoe Regional Planning Agency, El Dorado County, City of South Lake Tahoe, California Department of Fish and Game, South Tahoe Public Utilities District, and South Tahoe Refuse.
Interface with local Fallen Leaf community groups including the Fallen Leaf Lodge Associates, Fallen Leaf Conservation Coalition, Winter Security Association, other community groups and businesses, and other professional organizations.
Negotiates a variety of contracts and agreements on the CSD’s behalf.
Provides general direction on the operation and maintenance of CSD facilities.
Monitors and implements all personnel rules and regulations.
Responds to and resolves difficult and sensitive community inquiries and complaints.

Requirements
Education and Experience
Bachelor’s degree from an accredited college or university in public or business administration, management, political science, or a related field is required.
Five years experience in the administration of a public agency.
Two years experience working with an elected board of directors.
Skills
Principles and practices of executive management and leadership, including planning and organizing responsibilities, motivation and delegation of authority.
High level of financial acumen, including long-term planning, annual budgeting, establishing appropriate financial controls, and production of monthly financial statements in accordance with GASB accounting standards
Functional understanding of authorities and responsibilities of California special districts.
Techniques and methods for long-term planning, goal setting, and establishing objectives.
Administrative, fiscal, and human resources management principles and practices.
Principles and practices of construction and service contract negotiations and administration.
Administration and regular updating of the CSD website
Operation of basic office software applications.
Abilities
Plan, organize, and direct work at the executive level.
Work effectively with boards of directors, other utilities and governmental agencies, the public, and others contacted in the course of the work.
Plan, establish, and implement programs, services, capital improvements, goals, objectives, policies and procedures.
Monitor and control fiscal and revenue activities.

Identify and respond to issues and concerns from the general public and the board of directors.
Communicate effectively orally and in writing, including written reports and oral presentations.
Establish and maintain cooperative and effective working relationships with those contacted in the course of the work.
Must possess a valid California driver’s license, have a satisfactory driving record, and be insurable by the District to operate District vehicles.
This is a part-time 0.25 FTE position with seasonal variations
May 1 to October 31 (approx) is the high season. 0.4 FTE during this period. The general manager must be available to provide administration and community outreach programs to residents and recreational users of the area of CSD jurisdiction. Generally PTO and vacations are not allowed during this time, except as prescribed by district employment policies
November 1 to April 30 (approx) is the low season. 0.1 FTE during this period. The general manager is expected to engage in planning, budgeting and grant-writing. While the general manager is expected to be in close communication with the Board and the General Manager during this time, there is greater flexibility for time off during this period.
Must be willing to attend Board meetings outside of regular work hours
Parallel Hiring Processes
The Fallen Leaf Lake CSD is recruiting in parallel for a Fire Chief. At the discretion of the board one individual may be hired to accomplish the responsibilities of both positions.
