Vista Irrigation District is seeking a General Manager. The General Manager serves as the chief executive officer of the Vista Irrigation District, providing strategic leadership, operational oversight, and fiscal stewardship to ensure the effective delivery of water and water reclamation services. Reporting directly to the Board of Directors, the General Manager develops, implements and executes short and long-term plans, policies, budgets and strategies to accomplish the District’s mission and Board of Directors’ priorities. The incumbent operates within broad general policy guidelines and exercises substantial latitude and discretion to achieve effective and efficient utilization of the District’s resources in serving the District’s constituencies and rate payers.

The ideal candidate is a visionary, action-oriented executive who can move the District beyond the status quo by advancing strategic planning, modernization, technology, and operational excellence. This collaborative leader will build trust and strong relationships with the Board, employees, customers, elected officials, Tribal partners, community stakeholders, and regional agencies through transparency, accessibility, active listening, and clear communication. The successful candidate will bring extensive water industry experience and a strong understanding of California water issues, regulatory and legislative affairs, water rights, infrastructure planning, interagency relationships, and Tribal agreements. They will demonstrate strong business, financial, and asset management acumen, including experience with capital improvement programs, infrastructure investments, grants, financing, bonds, risk management, and complex contracts, while maintaining financial sustainability and affordable customer rates. Politically astute and solutions-oriented, the leader will effectively navigate complex governance environments, balance diverse interests, anticipate emerging opportunities and risks, and foster a people-centered culture focused on accountability, professional growth, continuous learning, and exceptional service.
