Job summary

Jurupa Community Services District invites applications for a General Manager to lead a multi-service public agency serving Eastvale and Jurupa Valley with a stable culture and strong finances.

The GM will plan, organize, and direct all District operations, partnering with seven directors across Board Services, Engineering & Water Resources, Finance & Administration, Government & Public Affairs, Human Resources, Operations, and Parks & Recreation.

Qualifications

  • Bachelor’s degree with major coursework in public administration, business, engineering, or related field.
  • Ten years of progressively responsible experience, including five years in senior-management/executive roles.
  • Valid California driver’s license to be maintained throughout employment.

Responsibilities

  • Lead and direct all District operations through executive and management staff.
  • Collaborate with seven directors across Board Services, Engineering & Water Resources, Finance & Administration, Government & Public Affairs, Human Resources, Operations, and Parks & Recreation.
  • Foster teamwork, innovation, accountability, and service excellence.
  • Provide candid professional advice to the Board and build relationships with staff, community and regional partners.

Jurupa Community Services District (JCSD) is a multi-service public agency providing water, wastewater, recycled water, and parks and recreation services to the cities of Eastvale and Jurupa Valley.

The Opportunity

JCSD’s Board of Directors is seeking an exceptional, culturally attuned executive to serve as its next General Manager. Following the retirement of General Manager Chris Berch, JCSD is well-positioned for the future, with strong financial health, significant investments underway, and an award-winning workplace culture.

This is an opportunity to lead a well-established public agency serving a diverse and rapidly growing community. The Board is seeking a General Manager who recognizes JCSD's existing successes and strengths and will build upon them, maintaining organizational stability while identifying thoughtful opportunities to improve service, strengthen operations, and prepare the District for the future.

The General Manager plans, organizes, and directs all District operations through executive, management, and supervisory staff. Working closely with a collaborative and highly engaged Executive Management Team, the General Manager partners with seven directors responsible for Board Services, Engineering & Water Resources, Finance & Administration, Government & Public Affairs, Human Resources, Operations, and Parks & Recreation. Together, they foster a culture of teamwork, innovation, accountability, and service excellence.

The Ideal Candidate

The Board is seeking a confident and thoughtful executive who can navigate complex issues, provide candid professional advice, and build productive relationships with the Board, staff, community, and regional partners.

  • Collaborative Leader: Works effectively with an engaged Board of Directors and experienced executive team, values the expertise of staff, delegates appropriately, and empowers subject-matter experts throughout the organization.
  • Transparent Communicator: Communicates candidly and clearly with the Board, ensuring timely and consistent information, and is comfortable providing straightforward professional recommendations, including on difficult or sensitive issues.
  • Community & Regional Partner: Serves as a visible and accessible representative of JCSD, builds strong relationships with city leaders and regional partners, and passionately advocates for the interests of the District, its ratepayers, employees, and communities.

Education & Experience

Any combination of education and experience that provides the required knowledge, skills, and abilities may be qualifying. Typical ways to obtain qualifications are:

  • A bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, engineering, water management, political science, or a related field.
  • Ten years of increasingly responsible experience, including five years of experience in a senior-management or executive-level capacity in the private or public sector.
  • Possession of a valid California driver’s license, to be maintained throughout employment.
Salary & Benefits

The salary is negotiable, DOQ.
