Role Overview

Support Civil Engineering and Acquisition Services for the 1st Special Operations Civil Engineer Squadron at Hurlburt Field. Deliver design and construction support, oversee professional services, conduct studies, and apply specialized engineering knowledge to DoD and commercial facility projects.

Travel

On‑site only; no travel beyond the perimeter of Hurlburt Field is expected.

Essential Duties and Responsibilities
  • Provide versatile engineering support across a wide range of DoD and commercial facility and infrastructure programs in the Engineering Flight (CEN).
  • Choose a specialization track:
    • Project Management track: Oversee scope, schedule, budget, and stakeholder coordination.
    • Programming track: Develop technical programs, engineering design, and solutions from concept through execution.
  • Develop technical programs, engineering designs, and infrastructure solutions to support projects.
  • Lead or contribute to project management functions such as scheduling, budget oversight, scope control, and coordination with government and contractor stakeholders.
  • Develop programmatic frameworks, technical analyses, and systems‑level solutions to advance facility and infrastructure program objectives.
  • Collaborate with engineering, construction, and government teams to keep projects on track and within scope.
  • Produce clear technical documentation, program reports, and deliverables tailored to project and client requirements.
  • Requirement Development Support:
    • Demonstrate proficiency in ADP systems and platforms used by 1 SOCES.
    • Maintain accurate records in the data repository.
    • Gather and compile program and field data to define project requirements.
    • Create visual media products (charts, diagrams, presentations) to communicate technical and programmatic content.
    • Leverage geospatial systems (GeoBase, GeoReach) for planning and engineering decisions.
  • Design Management Support:
    • Apply expertise in ADP platforms to support design management activities.
    • Ensure accurate management of design‑phase data.
    • Prepare and deliver technical documentation packages for A/E solicitation.
    • Assist with oversight and administration of A/E contracts.
    • Deliver engineering and programmatic expertise through briefings, meetings, and agendas.
    • Review A/E contractor submittals within one week, providing findings and recommendations.
    • Assist with design program file maintenance and administrative functions.
    • Interpret statutory and regulatory requirements for Air Force integration.
    • Generate cost and schedule support deliverables.
    • Assist with design acquisition and execution support while remaining within contractor authority limits.
  • Design and Project Development:
    • Convert customer requirements into technical packages for construction contractor solicitation.
    • Support construction project coordination through technical presentations and meetings.
    • Review construction contractor submittals within one week, evaluating accuracy and compliance.
    • Support project file management and documentation activities.
  • Core duty hours are 07:30–16:30; extended hours may be required to meet deliverable timelines.
Education and Experience
  • Minimum five (5) years in the construction industry on DoD or commercial facility, infrastructure, or utility programs, with demonstrated experience in technical solutions, engineering programs, or design documentation.
  • Bachelor’s degree in Engineering, Architecture, or Building Construction Services from an ABET, NAAB, or ACCE accredited program.
Computer Skills
  • Proficient in personal computer use and standard office equipment.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook) and database tools.
