Blue Ocean Hire seeks a General Counsel to lead strategic legal guidance for a growing PBM-focused organization. The role partners with the CEO and executive team on growth, risk management, and commercial strategy, shaping the company’s governance framework.
The ideal candidate brings JD, active US license, and deep experience in pharmacy benefit management, healthcare services, or regulatory matters, with a proven ability to translate complex issues into practical business decisions.
Help shape the future of a more transparent, member-focused pharmacy benefit model.
An exceptional opportunity exists for a growth oriented and business-minded General Counsel to join a financially stable, fundamentally sound, and rapidly growing pharmacy benefit management organization that is challenging conventional industry practices and building for the future.
This is an opportunity to join a company with an established, tenured team, outstanding leadership, and a strong foundation for continued growth. The organization is experiencing significant momentum while continuing to evolve its model, refine its approach, and identify better ways to serve its clients and members. The company is committed to transparency, accountability, and putting the interests of its members and client groups at the center of its business. It is looking for a legal leader who understands that effective counsel is not simply about identifying risk—it is about helping the business navigate complexity, move with confidence, and pursue growth responsibly.
The General Counsel will serve as a trusted advisor to the executive leadership team, providing strategic and practical legal guidance across the organization while helping shape the company's next stage of growth.
This is much more than a traditional legal leadership position. The successful candidate will have a meaningful voice in business strategy, commercial decision-making, cost-containment, risk management, and the continued evolution of the company's operating model across the industry.
Working closely with executive leadership, the General Counsel will help the organization navigate a complex and changing healthcare landscape, support commercial innovation, strengthen governance, and ensure the business is positioned to grow sustainably.
The ideal candidate combines strong legal judgment with commercial instincts, sound business acumen, and the ability to translate complex regulatory and contractual issues into clear, actionable guidance. They will be comfortable working in a dynamic environment where the business continues to iterate, challenge assumptions, and pursue opportunities to deliver greater value to clients and members.
Serve as a trusted legal advisor and strategic partner to the CEO, executive leadership team, and other key stakeholders.
Provide practical, commercially minded counsel on business strategy, growth initiatives, partnerships, and organizational priorities.
Anticipate legal and regulatory developments affecting the PBM and broader healthcare landscape, helping the business respond proactively.
Balance thoughtful risk management with the ability to move decisively and capitalize on opportunities.
Guide the organization through the evolving federal and state regulatory environment governing pharmacy benefit management, prescription drug pricing, pharmacy networks, and healthcare services.
Advise on applicable PBM licensing requirements, state and federal legislation, fiduciary and disclosure obligations, and contractual transparency provisions.
Partner with compliance and operational leadership to maintain effective policies, controls, and governance practices.
Translate complex legal and regulatory requirements into practical guidance that supports business execution and protects the organization.
Lead and oversee the negotiation, drafting, and management of key commercial agreements, including client, employer, health plan, third-party administrator, broker, pharmacy network, and vendor agreements.
Advise on pricing structures, contractual guarantees, performance commitments, financial arrangements, audit rights, data use, and other material commercial terms.
Support business development and client-facing teams in structuring creative, competitive, and sustainable agreements.
Help identify and resolve contractual issues early, enabling the organization to pursue opportunities while appropriately managing exposure.
Oversee corporate governance, board matters, corporate policies, and other foundational legal responsibilities.
Develop and maintain an effective approach to enterprise risk management, insurance, litigation, dispute resolution, and outside counsel relationships.
Evaluate legal exposure associated with new products, services, partnerships, and evolving business practices.
Provide clear recommendations to leadership on material risks, alternatives, and potential business implications.
Build strong working relationships across commercial, finance, operations, pharmacy, compliance, technology, and client service teams.
Bring a solutions-oriented mindset to complex questions, offering options and recommendations rather than simply identifying obstacles.
Help the company adapt as it scales, ensuring legal processes and contractual frameworks support growth without creating unnecessary friction.
Foster a culture of accountability, integrity, transparency, and sound decision-making.
The successful candidate will bring a combination of legal expertise, commercial perspective, and leadership maturity.
Join a financially stable organization with a fundamentally sound business, an established team, and a clear appetite for continued growth.
Work alongside a tenured leadership team that values collaboration, thoughtful decision-making, and building a business for the long term.
Be part of an organization committed to transparency, accountability, and delivering meaningful value to the clients and members it serves.
Contribute directly to executive-level decisions, commercial strategy, risk management, and the evolution of the business.
Help shape the legal and commercial frameworks that support growth, strengthen partnerships, and allow the organization to continue improving how pharmacy benefits are delivered.
Join a business that is not standing still—one that continues to evaluate its model, challenge conventional thinking, and pursue better outcomes for its stakeholders.
