The role focuses on scalable compliance across employment, regulatory, immigration, contracting, and government obligations in a high-volume staffing environment. This is a hybrid role based at our Morristown, NJ headquarters, requiring onsite presence four days per week.

Qualifications

  • Juris Doctor (JD) from an accredited law school.
  • Licensed to practice law in New Jersey.
  • 12+ years of legal experience, with a mix of law firm and in-house leadership.
  • Prior General Counsel or senior legal leadership experience preferred.
  • Experience with government contracting within staffing, IT services, or professional services preferred.

Responsibilities

  • Serve as primary legal advisor to the CEO and Executive Leadership Team
  • Provide clear, actionable guidance on legal, regulatory, and business risks
  • Support strategic initiatives, major client engagements, and acquisitions
  • Oversee employment law matters across North American operations
  • Ensure compliance with federal, state, and local employment laws
  • Partner with HR on policy development, compliance, and risk mitigation
  • Provide guidance on employee relations, terminations, investigations, and disputes
  • Own and evolve the enterprise-wide compliance framework across labor laws, staffing regulations, and client requirements
  • Oversee compliance audits, investigations, and issue resolution
  • Establish and enforce policies governing ethical conduct and regulatory adherence
  • Identify and mitigate systemic legal and operational risks
  • Define and implement the company's enterprise compliance strategy and risk tolerance in partnership with the CEO and Executive Director, HR
  • Establish governance structures to ensure consistent, disciplined decision-making across units
  • Provide visibility to executive leadership on compliance posture, risks, and remediation progress
  • Drive alignment across Legal, HR, Finance, and Operations on compliance priorities
  • Establish and enforce a structured contract review and approval process across all client, vendor, and partner agreements
  • Define guardrails for contract terms, risk thresholds, and escalation for commercial concessions
  • Standardize contracting frameworks (MSAs, SOWs, amendments) to reduce variability and risk
  • Ensure all contractual commitments align with enterprise risk strategy and capabilities
  • Lead all North American immigration programs (H-1B, TN, L-1, PERM, green card)
  • Ensure compliance with immigration and DOL requirements with controls across visa lifecycle
  • Partner with HR, Recruiting, and Delivery to align immigration strategy with workforce planning
  • Provide proactive guidance on regulatory changes impacting workforce strategy and client delivery
  • Oversee government contracting compliance (FAR, DFARS, OFCCP)
  • Advise on contract structuring and risk for public sector engagements
  • Integrate government compliance requirements into the enterprise framework
  • Manage litigation and external counsel; develop strategy
  • Lead Legal, Compliance, Contracts, and Immigration functions

Job description

The General Counsel leads all legal, risk, and enterprise-wide compliance functions across Artech and serves as the senior legal advisor to the CEO and Executive Leadership Team (ELT). The role is accountable for building and enforcing a scalable, enterprise-wide compliance framework that governs how the company operates across employment, regulatory, immigration, contracting, and government-related obligations in a high-volume staffing environment.

The General Counsel owns the company's compliance posture and ensures consistent standards across employment practices and business operations while enabling growth, protecting the organization from risk, and driving disciplined, practical decision-making. This is a hybrid role, onsite 4 days per week in our Morristown, NJ headquarters.

Key Responsibilities
Legal Leadership & Advisory
  • Serve as primary legal advisor to the CEO and Executive Leadership Team
  • Provide clear, actionable guidance on legal, regulatory, and business risks
  • Support strategic initiatives, major client engagements, and acquisitions
Employment Law & Employee Relations
  • Oversee all employment law matters across North American operations
  • Ensure compliance with federal, state, and local employment laws
  • Partner with HR on policy development, compliance, and risk mitigation
  • Provide guidance on employee relations, terminations, investigations, and disputes
Compliance & Risk Management
  • Own and evolve the enterprise-wide compliance framework across labor laws, staffing regulations, and client requirements
  • Oversee compliance audits, investigations, and issue resolution

  • Identify and mitigate systemic legal and operational risks - not only case-by-case issues
Enterprise Governance & Compliance Strategy
  • Define and implement the company's enterprise compliance strategy and risk tolerance in partnership with the CEO and Executive Director, HR
  • Establish governance structures (policies, review forums, escalation paths) to ensure consistent, disciplined decision-making across business units
  • Provide clear visibility to executive leadership on compliance posture, key risks, and remediation progress
  • Drive alignment across Legal, HR, Finance, and Operations on compliance priorities, ownership, and enforcement
Contracts & Commercial Legal
  • Establish and enforce a structured contract review and approval process across all client, vendor, and partner agreements
  • Define clear guardrails for contract terms, risk thresholds, and required escalation for commercial concessions
  • Standardize contracting frameworks (MSAs, SOWs, amendments) to reduce variability and unmanaged risk across business units
  • Ensure all contractual commitments align with enterprise risk strategy, compliance requirements, and operational capabilities
Immigration Oversight
  • Lead all North American immigration programs at scale (H-1B, TN, L-1, PERM, green card), including strategy, execution, and risk management
  • Ensure full compliance with immigration and DOL requirements, with disciplined controls across visa lifecycle, work authorization, and public access files
  • Partner with HR, Recruiting, and Delivery to align immigration strategy with workforce planning and client needs
  • Provide proactive guidance on regulatory changes impacting workforce strategy and client delivery
Government Contracting & Public Sector Compliance
  • Oversee compliance with all applicable federal, state, and local government contracting requirements (e.g., FAR, DFARS, OFCCP)
  • Advise on contract structuring and risk related to public sector engagements
  • Ensure integration of government compliance requirements into the broader enterprise compliance framework
Litigation & External Counsel Management
  • Manage all litigation, claims, and disputes
  • Engage and oversee external counsel to ensure quality and cost disciplineDevelop litigation strategy aligned with business objectives
  • Lead Legal, Compliance, Contracts, and Immigration functions
  • Establish clear accountability, structure, and operating cadence for the team
  • Drive responsiveness, execution discipline, and business alignment
Qualifications
