Qualifications

Responsibilities

  • Maintain, organize, retrieve, shelve, and re-shelve case files and other legal records.
  • Receive, open, date-stamp, sort, and distribute incoming mail and packages.
  • Interfile documents into appropriate case files.
  • Use the RAILS file system to locate files and process transfers.
  • Scan, index, and upload documents into PLAnet.
  • Enter and maintain case information in PLAnet.
  • Assist with routing, filing, and management of materials.
  • Provide administrative support for FOIA requests.
  • Draft documents and correspondence as assigned.
  • Ensure compliance with ICE and NARA retention policies.
  • Protect confidential information.
  • Perform additional clerical duties as assigned.

We are seeking a detail-oriented General Clerk III to provide document management and administrative support services to our client who is supporting the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of the Principal Legal Advisor (OPLA).

OPLA provides legal counsel and services to ICE offices and programs nationwide. Its work includes representing DHS in proceedings before the Immigration Courts and the Board of Immigration Appeals, as well as providing support and direction to the Department of Justice's Office of Immigration Litigation and U.S. Attorney's Offices. This role supports a regional OPLA office that manages confidential, sensitive, and high-level legal documentation.

The ideal candidate will be organized, dependable, comfortable working with sensitive information, and able to follow established processes with accuracy and consistency in a fast-paced professional working environment.

Essential Duties and Responsibilities
  • Maintain, organize, retrieve, shelve, and re-shelve case files and other legal records.
  • Receive, open, date-stamp, sort, and distribute incoming paper and electronic correspondence, mail, and packages.
  • Interfile correspondence and supporting materials into appropriate case files.
  • Use the RAILS automated file system to locate files and process internal and external file transfers.
  • Scan, index, and upload documents into PLAnet, OPLA's electronic alien-file repository.
  • Enter and maintain accurate case-related information in PLAnet, including receipt of motions, notices of appeal, briefing schedules, court decisions, and other legal documentation.
  • Assist with the routing, filing, and management of materials involving legal or specialized matters, including briefs, correspondence, and exhibit packets, in accordance with local office procedures.
  • Provide administrative support for Freedom of Information Act (FOIA) requests.
  • Conduct routine research and assist with drafting documents, correspondence, and other administrative materials as assigned.
  • Ensure files and records are handled in compliance with ICE procedures and National Archives and Records Administration (NARA) General Records Schedule document-retention policies.
  • Protect confidential, sensitive, and personally identifiable information in accordance with applicable policies and procedures.
  • Perform additional clerical, document-management, and administrative duties as assigned.
Minimum Qualifications
  • High school diploma or equivalent required.
  • At least one (1) year of experience in an administrative, clerical, records-management, legal-support, or professional office environment required.
  • Demonstrated proficiency with computers and standard office software, including Microsoft Office Suite, word-processing software, spreadsheet software, email, scanning equipment, and electronic file-management systems.
  • Ability to accurately enter, organize, and maintain electronic and paper records.
  • Strong attention to detail, organization, time-management, and follow-through skills.
  • Ability to follow detailed procedures and complete recurring tasks accurately and consistently.
  • Ability to communicate professionally and work effectively with government personnel, legal professionals, coworkers, and external stakeholders.
  • Ability to handle sensitive and confidential documentation with discretion.
  • Must successfully complete a pre-employment federal background investigation as well as security requirement required by the DHS.
Please Note:

The federal background investigation may include review of citizenship status, residency information, employment history, education, credit history, criminal history, and fingerprinting.

Security Requirement

This position requires the ability to obtain and maintain a DHS ICE T2 security clearance. Employment is contingent upon successfully meeting all federal suitability, background-investigation, and clearance requirements.

Physical Requirements
  • Ability to lift and carry materials that weigh up to 35 pounds.
  • Ability to stand and walk for extended periods.
  • Ability to periodically bend, twist, squat, reach, and move files or records as needed.
  • Ability to perform routine office and document-handling tasks in a professional office environment.
Compensation and Benefits

This is a full-time, benefits-eligible position. The compensation rate is $24.65 per hour, plus $5.09 per hour in Health & Welfare (H&W) benefits, as required by the applicable local wage determination.
