This classification involves installing, maintaining, and repairing the City’s natural gas distribution system, gas service, and compressed natural gas equipment. An employee in this position, depending on assignment, performs regulatory compliance field inspections; responds to emergencies; monitors gas pipeline facilities; installs new lines; locates lines; repairs leaks; maintains cathodic protection on gas lines; installs meter sets; turns on/off gas service; performs valve maintenance; marks lines and valve street covers; instructs employees in operation and maintenance of equipment, CNG compressors and pumps, and testing of electrical/mechanical control units; installs and checks appliances for violations; and patrols gas system. This position also operates heavy equipment, requisitions supplies/parts, and maintains records.
- Performs installation, maintenance, and operation tasks involved with CNG compressors and pumps, fill stations, and vehicles; tests electrical/mechanical control units.
- Performs tasks related to the installation and maintenance of customer meter sets and regulators for residential and commercial service applications; performs atmospheric corrosion inspection and remediation on meter sets above ground gas piping.
- Plans, assigns, directs, and supervises the work of the assigned employee(s) engaged in the installation of gas distribution and/or gas service equipment.
- Assists in planning preventive and corrective measures for protection of pipelines; monitors the cathodic protection of the distribution system; and replaces corroded risers.
- Inspects gas pipelines and enclosed areas to detect and locate leaks; performs annual leak survey using leak detection instruments; and maintains required records.
- Handles the installation of new gas services and appliances and conversion of gas equipment; checks appliances for violation.
- Oversees (depending on assignment) the activities of work crews and provides technical direction; participates in jobs involving unusual or difficult technical problems.
- Installs new gas lines; purges gas lines; locates gas lines; and maintains valves.
- Completes documentation on work and maintenance.
- Installs gas line and valve street markers.
- Turns gas service on/off; turns meters on/off.
- Checks carbon monoxide alarms.
- Patrols gas system.
- Requisitions needed materials, equipment, and supplies.
- Responds to gas emergency calls.
- Performs related work as required.

- Reasonable experience in gas utility work involving the installation, maintenance, and repair of natural gas pipeline facilities, appliances, and gas piping required.
- Complete the City of Sunrise Operator Qualification Program, as related to the position, within the applicable probationary period.
- Complete a basic gas serviceperson course (FGT), and/or verification of training Midwest Energy Association (MEA/MGA) to work on natural gas distribution equipment and piping.
- Complete an advanced gas service and/or distribution training within six months of employment date.
- Must possess a valid driver’s license with an acceptable driving record.
- Must obtain a valid Florida driver’s license prior to hire.
- Certifications desired depending on assignment: Certificate of Competency as a Gas Installer (or equivalent depending on assignment); 601, 408 OQ required by DOT; 408 LP Mechanical License; and Natural Gas Service License or trade equivalent.
- Must pass pre-employment physical and drug test. Position is subject to random drug and alcohol testing.
- Must be able to immediately respond while assigned to off‑hours emergency response standby status for a seven‑day duration.
Work is performed in various environments primarily in the field with prolonged exposure to the elements, natural gas and electrical equipment. Shifts and work hours may vary and may include evenings, weekends and holidays. Some duties may require exposure to adverse conditions including but not limited to: varying temperature; inclement weather and/or other adverse environmental conditions. May be required to perform work at locations which may not be accessible to the physically handicapped.
Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements. Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds. Sitting or standing for prolonged period of time required. Must have the ability to safely operate a City issued motorized vehicle.
Ability to perceive and differentiate auditory and visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the public.

- Competent understanding of the Florida Building Code and International Gas Fuel Code; Working knowledge of the tools and equipment utilized in the natural gas utility industry; use and application of pressure gages, manometer, multi‑meter, and working knowledge of gas utilization equipment. Must be able to provide clear written and verbal communication.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to interpret tables and bar graphs.
- Approaches others in a tactful manner, reacts well under pressure, treats others with respect and consideration regardless of their status or position; accepts responsibility for own actions; follows through on commitments. Ability to provide crew leadership and instill good morale.
- Under general supervision handles assignments independently. Makes recommendations for solutions to problems and discusses all unusual aspects with supervisors or management.
- Requires attention and care to ensure that proper installation and repairs are made to the natural gas fuel line piping. Assures that proper testing is performed to identify and eliminate all leaks. Accurately completes required documentation of activities and correctness of reports for various regulatory compliance requirements.
- Is responsible for City‑issued motorized vehicles, tools and necessary test equipment required for the performance of his/her job.
- May have occasional contact with state, county and local inspectors, as well as members of the public and City personnel from other departments. Interacts with contractors in giving and receiving information. Has frequent contact with public and most often must go onto the property of customers. Must have the ability to establish and maintain effective working relationships with customers, the general public and other employees. Must communicate clearly and concisely, orally and in writing. Must have the ability to understand and carry out verbal and written instructions.
- Group Health Insurance: The City pays for 100% of the cost for single coverage for full‑time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.

- Normal Retirement Benefit = 2.5% of pensionable earnings for each year of creditable service
- Average Final Compensation (AFC) = 3 best consecutive earning years
- Maximum Benefit = 80% of AFC, not to exceed $80,000.
- Normal Retirement = Age 62 and ten (10) years of creditable service
- Early Retirement = Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age
- 13th check based on monthly retirement, payable if the pension plan funding status is equal to or greater than 100%. Paid in December each year following retirement
- Deferred Retirement Option Plan (DROP) = 4 years/48 months maximum
- DROP Interest Rate = 4%, compounded annually
Based on successful completion of full‑time, continuous service with the City, employee shall receive the following:

Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full‑time service with the City, as follows:
Up to and including first 60 months 96 hours/12 Days
Greater than 60 months through 120 months 136 hours/17 Days
Greater than 120 months through 204 months 176 hours/22 Days
Greater than 204 months 216 hours/27 Days
Employee can opt to receive a non‑pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.
Upon completion of (26) weeks of full‑time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty‑five percent (25%) of the employee’s current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee’s current rate of pay at the time of retirement.
After completion of one (1) year of continuous, full‑time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty‑eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour‑for‑hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.
Qualifying City‑paid Bereavement Leave as follows:
- In State = Up to 3 Days
- Out of State = Up to 5 Days
After one (1) year of full‑time employment
- 100% reimbursement for a grade of A or B
- 50% reimbursement for a grade of C
- $250 books/lab reimbursement per semester
