Job summary

General Dynamics Information Technology seeks a FWA Communications Manager with Secret clearance to join MTCCS II at Ft Wainwright, Alaska. You will lead IT and communications operations, ensuring secure, integrated training environments and exercise support across multi-domain simulations.

Responsibilities include coordinating with Ops/Cyber/Network teams, developing communications architecture, and maintaining RMF posture. DoD directives and 8570-M-aligned credentials are required.

Qualifications

• BA/BS in Computer Science, Information Technology, or related field (or equivalent)
• 5+ years of related experience; Military and MTC experience preferred
• SEC+ certification required
• Secret clearance required
• IAM II baseline certification per DoD 8570.01-M
• Knowledge of NIST, DoD, Army Cybersecurity & RMF policies

Responsibilities

• Implements information system security solutions and cybersecurity support for multi-domain activities across the MTC training enclaves
• Works with Ops, Cyber, Network, and Simulations Managers to design and execute technical support and integration for all training environments and events
• Responsible for the overall management and coordination of IT, communications, and network systems and personnel
• Manages the day-to-day and exercise/event IT operations for the MTC
• Creates and establishes communications architecture, coordinates communications plans, configures equipment, and assists in installing equipment for distributed exercises
• Coordinates all aspects of communications architecture and requirements with planners at other facilities, NECs, theater assets, and units
• Ensures cybersecurity RMF and appropriate security posture is maintained and documented for USARPAC training enclaves and networks
• Works with ISSO/ISSM to ensure cybersecurity RMF processes are in place for MTC Enclaves and networks
• Provides guidance for Exercise Design and Cybersecurity planning and ATO attainment
• Follows DoD Directives 8140, 8570-01-M, AR 25-2, NIST SP 800-53/800-39 and guidance from USARPAC CSPMO, NETCOM, CYBERCOM
• Serves as a people manager
• Performs other duties as required

FWA Communications Manager (Comms Manager) – Secret Clearance Required

GDIT is seeking qualified candidates for Mission Training Complex Capabilities Support II (MTCCS II) program. GDIT delivers individual sustainment through collective Mission Command training, Leadership Training / Development, Warfighter Functions (WFF) training, Delta Training, First Person Simulations (Gaming), and constructive simulations supported training from Squad through Echelon Above Brigade (EAB). Technical integration between simulation and C4I systems. Establish /maintain training and exercise networks. Accomplish Risk Management Framework Certification and Accreditation security and risk management activities.

MEANINGFUL WORK AND PERSONAL IMPACT:

• Implements information system security solutions and cybersecurity technical support for multi-domain activities across the MTC training enclaves
• The Comms manager position works closely with the Ops, Cyber, Network, and Simulations Managers to design and execute technical support and integration for all training environments and events
• Responsible for the overall management and coordination of IT, communications, and network systems and personnel
• Manages the day-to-day and exercise/event IT operations for the MTC
• Creates and establishes communications architecture, coordinate communications plans, configure communications equipment, and assist in installing equipment and circuitry in support of distributed exercises
• Coordinates all aspects of the communications architecture and the technical requirements of Exercise Support Plans with communications planners at other simulation facilities, Network Enterprise Center(s) (NEC), theater signal assets, and participating tactical units
• Ensures the cybersecurity Risk Management process and appropriate operational security posture is maintained and documented for the USARPAC Type Training Enclaves and USARPAC Training Exercise Network
• Works closely with the ISSO and ISSM to ensure all cybersecurity risk management processes are in place for MTC Training Enclaves and other MTC training/exercise networks and systems
• Provide guidance and support for Exercise Design and Cybersecurity planning and ATO attainment
• Follows DoD Directives and Instructions 8140, 8570-01-M, Army regulations AR 25-2, NIST Special Publications 800-53, 800-39, as well as following guidance from other cyber agencies in USARPAC CSPMO, NETCOM, and CYBERCOM
• Serves as a people manager
• Performs other duties as required

WHAT YOU’LL NEED TO SUCCEED:

• Education: BA/BS in Computer Science, Information Technology, or related field OR the equivalent combination of education, technical certifications, and training
• Required Experience: 5+ years of related experience; Military and MTC experience preferred
• Required Technical Skills:
  • three years’ experience leading technical teams responsible for engineering, installing, operating, protecting, and maintaining Government Information Systems and associated network enclaves;
  • two years’ experience in designing and implementing technical support plans for military training and exercises;
  • demonstrated knowledge of the SCA-V process and inspection program;
  • Expert understanding of NIST, DoD, & Army Cybersecurity & Risk Management Framework policies, directives, instructions, manuals, and best business practices
• Certification: SEC+ is required
• Security Clearance Level: Secret clearance required
• Required Skills and Abilities:
  • Appropriate DoD 8570.01-M baseline certification as an IAM II is required
  • Knowledge of current industry methods
  • Knowledge of disaster recovery continuity of operations plans
  • Knowledge of enterprise incident response program, roles, and responsibilities
  • Understanding of network security architecture concepts including topology, protocols, components, and principles; experience with modelling and simulations systems and concepts
  • Strong ability to produce technical documents such as network diagrams, systems data flow diagrams, Simulation-Stimulation architecture
  • Excellent communications skills and ability to brief senior leaders in layman’s terms
