Position Title:Functional Expert Consultant

Position Overview:
TheFunctional Expert Consultantwill provide specialized support incapability sustainment, operational analysis, and Marine Corps force development processes. This role requiresexpertise in operational sustainment, policy interpretation, and capability integrationto enhance Marine Corps sustainment efforts. The consultant will apply advanceddata analysis, stakeholder coordination, and policy interpretation skillsto supportCD&I Capabilities Development and Integration (CD&I) initiatives.

Key Responsibilities:

  • Domain Knowledge & Military Warfighting Support
  • Applyfoundational knowledge of military warfighting and business functions, with emphasis onsustainment and operational support.
  • Interpret and applyDoD, Joint, Department of the Navy (DON), and Marine Corps doctrine and policies related to capability sustainment.
  • Analyze and assessMarine Corps missions, functions, and organizational structureto ensure sustainment strategies align with operational requirements.
  • Capabilities Development & Integration (CD&I) Processes
  • SupportMarine Corps Capabilities Development and Integration (CD&I) initiatives, ensuring alignment withPPBE, JCIDS, and DoD acquisition processes.
  • Assist in developing and refining theForce Integration Plan (FIP)and sustainment requirements forMarine Corps programs of record.
  • Apply expertise inMarine Corps Programming, Requirements Transition, Lessons Learned, Total Force Structure, and Universal Needs processesto enhancecapability sustainment and lifecycle management.
  • Data Analysis & Operational Insights
  • Conductqualitative and quantitative analyses of operational datafrom sources such aswargames, studies, and experimentsto inform sustainment planning.
  • Utilizestructured and unstructured datato generate actionable insights that enhanceMarine Corps CBRN sustainment and operational effectiveness.
  • Developdata visualizations, dashboards, and reportsto communicate analytical findings in support ofcapability development and sustainment objectives.
  • Stakeholder Coordination & Communication
  • Engage withMarine Corps and Joint stakeholdersto ensuresustainment efforts remain aligned with operational priorities.
  • Schedule and manage sustainment-related meetings and events, capturing key decisions, action items, and sustainment requirements.
  • Maintainsustainment-focused information management systems, ensuring accurate documentation and accessibility of key sustainment resources.
  • Systems Access & Task Management
  • Obtain and maintain access to theEnterprise Task Management Software Solution (ETMS2)for task tracking.
  • Secure and manage aTotal Force Structure Management System (TFSMS) accountto supportMarine Corps sustainment planning efforts.

Required Qualifications:

  • 8-10 Years Experience
  • Extensive knowledge of Marine Corps operations, missions, and organizational structure.
  • Experience with DoD and Marine Corps sustainment doctrine, policies, and capability development frameworks.
  • Proficiency in analyzing operational data, developing insights, and visualizing findings for decision-makers.
  • Experience supporting Capabilities Development & Integration (CD&I) efforts, includingPPBE, JCIDS, and force development processes.
  • Strong written and verbal communication skills, with expertise in stakeholder engagement and sustainment-focused collaboration.
  • Ability to work in a dynamic, fast-paced environment requiring multitasking and adaptability.
  • Proficiency in Microsoft Office Suite, data visualization tools, and information management systems.

Preferred Qualifications:

  • Bachelor’s or master’s degree
  • Prior experience working within theMarine Corps Capabilities Development Directorate (CDD).
  • Experience with TFSMS, ETMS2, or other sustainment-related information management systems.
  • Background in logistics, sustainment planning, or force structure management.
  • Advanced analytical skills with experience in data-driven decision-making.
