The Functional Analyst - I will directly support Navy Medicine transformation and digital health initiatives by gathering requirements, analyzing workflows, and facilitating the adoption of clinical and operational systems. The individual will act as a key liaison between users, developers, and program stakeholders, translating operational needs into functional specifications that support mission readiness and healthcare delivery in deployed environments.
Type of Employment:Full-time, W2Work Location/Travel:Remote with up to 25% travel to military or client sites; relocation not requiredSalary Range: $75,000 - $90,000 annually (W2, commensurate with experience and qualifications)Role Reports to:Project ManagerDirect Reports: This role has no direct reports
Responsibilities:
Gather and document user requirements and operational workflows related to military health systems and readiness platforms
Analyze existing business processes and identify improvement opportunities to enhance system usability and efficiency
Collaborate with technical teams to translate functional requirements into system specifications
Support the configuration, implementation, and enhancement of health IT systems such as MHS GENESIS, OMDS, and JOMIS
Facilitate testing, validation, and deployment of new system features or applications
Conduct stakeholder interviews and working sessions to align capabilities with mission objectives
Assist with training design, end-user support materials, and go-live readiness planning
Provide support in sprint planning, backlog grooming, and Agile ceremonies
Prepare detailed documentation, process maps, user stories, and system workflows
Knowledge and Skills Required:
Strong understanding of business and functional analysis methodologies
Familiarity with military or government healthcare operations and workflows
Proficient in creating process documentation, flowcharts, and user requirement documentation
Strong interpersonal and communication skills with the ability to engage technical and non-technical stakeholders
Familiarity with system development lifecycle (SDLC) and Agile frameworks
Education/Certification Required:
Bachelor's degree in Healthcare Administration, Business, Public Health, or related discipline
Experience Required:
1-5 years of experience as a business or functional analyst in a healthcare, military, or federal setting
Experience supporting health IT implementations or upgrades is preferred
Familiarity with electronic health record systems, particularly MHS GENESIS or Cerner, is a plus
Technical Skills Required:
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint)
Basic knowledge of tools like Jira, Confluence, Visio, or Lucidchart
Understanding of HL7/FHIR or other healthcare data standards is helpful
Desirable (Not Required) Skills/Experience:
Certification in Business Analysis (e.g., CBAP, PMI-PBA)
Agile/Scrum certification (e.g., CSM, SAFe)
Prior military or Department of Defense healthcare experience
