The role blends full-stack development with database administration, systems integration, and cybersecurity compliance. Requires active Top Secret clearance and DoD 8570/8140 IAT Level II certification or higher, 10+ years of experience or 5+ years with a technical degree, and strong .NET/C# and SQL Server/Oracle skills.

Qualifications

• Candidate must have a Top Secret Clearance and IAT Level II or higher per DoD 8570/8140.
• Experience designing, developing, and maintaining enterprise apps using .NET and C# in a government environment.
• Strong database experience with SQL Server and Oracle; proficient in performance tuning and data management.

Responsibilities

• Design, develop, enhance, maintain, and support enterprise applications and databases per SDP/SRS.
• Coordinate with Government Task Lead to review requirements and approve designs.
• Perform analysis, troubleshooting, bug resolution, and performance improvements with CM processes.
• Conduct unit, integration, regression, and UAT testing before V&V activities.
• Support deployment activities, including staging tests and issue reporting.
• Administer and maintain application databases, backups, upgrades, scripts, queries, and reports.
• Implement RMF/compliance changes to maintain security policies and accreditation.
• Upgrade websites, frameworks, and development tools per schedules.
• Ensure work completes within project schedules and priorities.
• Provide after-hours support as needed.
• Attend meetings and provide status updates and documentation.

The Full Stack Computer Scientist/Database Administrator supports the Communication Security Directorate (CSD) by developing, maintaining, and modernizing mission‑critical applications and database environments. This role combines full‑stack software development, database administration, systems integration, performance optimization, troubleshooting, cybersecurity compliance, and technical documentation to ensure secure and reliable enterprise solutions.

Working closely with government and contractor teams, the successful candidate will contribute to the modernization of critical COMSEC systems while supporting national security and communications security missions. Job Responsibilities:

• Design, develop, enhance, maintain, and support enterprise applications and associated databases in accordance with the Government‑approved CSD Software Development Plan (SDP), Software Requirements Specifications (SRS), and related documentation.
• Coordinate with the Government Task Lead to review requirements, obtain approval for system and database designs, assess impacts of proposed changes, and support development priorities.
• Perform application and database analysis, troubleshooting, bug resolution, system enhancements, and performance improvements; document and track all modifications through approved configuration management processes.
• Conduct unit, integration, regression, and user acceptance testing to validate functionality, security, access controls, and compliance with approved requirements prior to Government Verification and Validation (V&V) activities.
• Support application deployment activities, including testing in staging environments, documenting results, and reporting issues within required timelines.
• Administer and maintain application databases, including backup and recovery operations, data management, software upgrades, script development, query support, and report generation.
• Implement software, database, cybersecurity, and RMF‑related changes required to maintain compliance with Government security policies, certification, and accreditation requirements.
• Perform website, framework, platform, and development tool upgrades in accordance with Government‑approved schedules and modernization initiatives.
• Ensure development, testing, and deployment activities are completed within established project schedules and Government‑directed priorities.
• Provide technical support during routine operations and respond to urgent after‑hours or weekend requirements as needed.
• Attend meetings with the Government Task Lead, COR, and stakeholders; provide status updates, technical briefings, reports, and meeting documentation as required.

• Active Top Secret Clearance required
• IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security,GICSP,GSEC, SSCP, etc.).
• Ten (10+) years of relevant experience, or a Bachelor's degree in Computer Science, Software Engineering, or a related technical field with at least five (5+) years of experience in the design, development, and support of complex information technology systems.
• Experience designing, developing, and maintaining enterprise applications using Microsoft .NET Framework, .NET Core/.NET, MVC architecture, and C#.
• Experience administering, developing, and optimizing Microsoft SQL Server and Oracle database environments, including database design, scripting, query development, and performance tuning.
• Experience supporting and administering Windows Server and Linux/UNIX operating systems in enterprise environments.
• Experience managing, administering, and supporting Microsoft Azure Platform-as-a-Service (PaaS) cloud solutions.
• Knowledge of software development lifecycle (SDLC) processes, system integration, application testing, troubleshooting, configuration management, and technical documentation.
• Experience implementing cybersecurity best practices and supporting Risk Management Framework (RMF), security compliance, authorization, and accreditation activities.

Preferred:

• Experience implementing and managing automated software deployment, Continuous Integration/Continuous Delivery (CI/CD), and DevSecOps processes.
• Experience designing, developing, and maintaining secure software applications and systems, preferably within RMF or other regulated cybersecurity environments.
• Experience working in Agile development environments, including leading Agile teams, facilitating sprint ceremonies, and delivering solutions using iterative methodologies.
• Demonstrated ability to collaborate effectively with technical teams, project leadership, and management to achieve project objectives, resolve issues, and deliver successful software solutions.
• Experience engaging with customer stakeholders, including program management, cybersecurity, infrastructure, engineering, and end‑user communities, to gather requirements, communicate technical solutions, and support mission success.
• Excellent organizational skills, attention to detail, and the ability to effectively prioritize and manage multiple tasks.
• Strong analytical, troubleshooting, and problem‑solving abilities with experience resolving complex technical challenges.
