Job summary

4C North America is seeking a senior Facility Security Officer (FSO) and Office Manager for a 25–30 person office. The role is onsite 50/50 between security and office management, requiring a Top Secret clearance and extensive corporate security program experience.

As FSO and KMP, you will administer the security program, coordinate with DCSA, and oversee insider threat, training, and security education initiatives while also managing daily office operations and facilities.

Qualifications

  • U.S. Citizenship required.
  • Active Top Secret clearance — eligible to be FSO and KMP.
  • 5+ years of industrial security experience as an FSO in a cleared environment.
  • CDSE FSO training certification or ability to complete within six months.
  • Bachelor's degree or equivalent experience preferred.

Responsibilities

  • Develop, maintain, and execute security procedures and policies (SPP).
  • Conduct annual self-inspections and certify results to senior management.

  • Manage classified information handling, storage, and destruction; oversee visits and travel reporting.
  • Maintain DD Form 254s and security records; report adverse information as needed.

THE COMPANY

The company holds a DCSA-approved Facility Clearance and operates under a Special Security Agreement (SSA) to mitigate Foreign Ownership, Control, or Influence (FOCI). THE POSITION

The Facility Security Officer (FSO) & Office Manager serves as the company's appointed FSO and administers the industrial security program in accordance with the National Industrial Security Program (NISP), the NISPOM Rule (32 CFR Part 117), the terms of the company's Special Security Agreement, and DCSA requirements. The role concurrently manages office operations, facilities, and administrative services for a 25–30-person office. Time is split approximately 50/50 between security and office management. This is a full‑time, onsite position.

Because the company holds a Facility Clearance and operates under an SSA, this is a senior, hands‑on role requiring a seasoned security professional. It is not suited to a first‑time FSO.

REPORTING & DESIGNATION
  • Reporting line — Reports to the President (Senior Management Official / SMO).
  • FSO / KMP — Serves as the company's appointed Facility Security Officer and as Key Management Personnel (KMP) requiring a personnel security clearance at the Top-Secret level.
  • Government Security Committee — Provides reports to the Government Security Committee (GSC) established under the SSA, coordinating with the Outside Directors.
  • Insider Threat — Serves as the company's appointed Insider Threat Program Senior Official (ITPSO), establishing and executing the insider threat program under 32 CFR 117.7.
KEY RESPONSIBILITIES — INDUSTRIAL SECURITY / FSO
  • Serve as the appointed FSO; supervise and direct all measures necessary to implement 32 CFR Part 117 and applicable USG security requirements.
  • Maintain the Facility Clearance (FCL); administer personnel security clearances using DISS, NBIS, and NISS, including eligibility, in-processing, indoctrination, and debriefing.
  • Develop, maintain, and execute the Standard Practice Procedures (SPP) and company security policies.
  • Conduct the annual self‑inspection using the DCSA Self‑Inspection Handbook and certify results to senior management.
  • Prepare for, host, and support DCSA Security Reviews; develop and track corrective action plans.
  • Manage classified information: marking, accountability, secure storage, reproduction, transmission, and destruction.
  • Administer classified visit requests, foreign travel and foreign contact reporting, and the security education program (initial, annual refresher, and special briefings).
  • Maintain DD Form 254s and security records; complete all required reporting under 32 CFR 117.8 (adverse information, suspicious contacts, changes to KMP/FOCI, cyber incidents, and related events).
  • Conduct inquiries into security violations and infractions and report as required.
  • Serve as the appointed ITPSO: establish, implement, and manage the company's Insider Threat Program, including insider threat awareness training, gathering and reporting of insider threat information, and required annual self‑certification.
  • Partner with the ISSM/ISSO on classified information systems security matters.
  • Develop and sustain effective working relationships with DCSA representatives locally and at the national level.
KEY RESPONSIBILITIES — FOCI / SSA COMPLIANCE
  • Implement and administer the requirements of the company's Special Security Agreement and its DCSA‑approved compliance framework.
  • Develop, maintain, and enforce the Technology Control Plan (TCP) and Electronic Communications Plan (ECP); monitor, audit, and document compliance in conjunction with the ISSM/ISSO.
  • Support the Government Security Committee (GSC): schedule meetings, prepare agendas and minutes, track action items, and coordinate with the Outside Directors.
  • Monitor and document affiliated operations and shared services involving the foreign parent or affiliates in accordance with any approved Affiliated Operations Plan.
  • Prepare the annual FOCI compliance certification and report; support the annual DCSA compliance review meeting.
  • Administer visitation and interaction controls governing contact with the foreign parent and affiliated entities.
KEY RESPONSIBILITIES — OFFICE MANAGEMENT
  • Manage day‑to‑day office operations, facilities, and administrative services for a 25–30‑person office.
  • Oversee facilities, lease/landlord coordination, building access, maintenance, and workplace health and safety.
  • Manage vendor relationships and service contracts; procure office supplies and equipment; track and reconcile the office budget and expenses.
  • Oversee reception/front‑office functions, visitor management, mail, shipping, and supplies.
  • Coordinate onboarding and off‑boarding logistics (workspace, equipment, access) in partnership with HR and IT.
  • Maintain property accountability, including sub‑receipt of company property issued to employees.
  • Support trade show equipment management, readiness, and logistics.
  • Coordinate company events, meetings, and travel arrangements as needed along with HR.
  • Perform additional duties as assigned.
MINIMUM JOB REQUIREMENTS
  • U.S. Citizenship required.
  • Active Top Secret personnel security clearance required — must be eligible to be appointed FSO and to serve as KMP.
  • 5+ years of industrial security experience as an FSO in a cleared contractor environment. This is not an initial or first‑time FSO role, given the FOCI/SSA environment.
  • Current DCSA CDSE FSO Program Management certification, or the ability to complete the required CDSE FSO training within six months of appointment (32 CFR 117.12).
  • Bachelor's degree preferred, or equivalent experience.
REQUIRED SKILLS & KNOWLEDGE
  • Working mastery of the NISPOM Rule (32 CFR Part 117) and DCSA processes.
  • Proficiency with DISS, NBIS, and NISS; DD Form 254 and SF‑328 administration.
  • Knowledge of FOCI mitigation, TCP/ECP administration, and Government Security Committee support.
  • Insider threat program management and ITPSO responsibilities under 32 CFR 117.7.
  • CUI handling and ITAR/EAR export‑control awareness.
  • Excellent written and verbal communication.
  • Strong organizational, project‑management, and multitasking skills in a fast‑paced environment.
  • Ability to handle sensitive information with discretion and sound judgment.
  • Microsoft Office 365 proficiency.
PREFERRED / DESIRABLE
  • Direct experience administering FOCI mitigation (SSA, Proxy, or Voting Trust) at a cleared contractor.
  • Familiarity with CMMC and DFARS 252.204‑7012 requirements.
  • Experience supporting a Government Security Committee and Outside Directors.
