Compliance Representative- Bilingual (Spanish)
Franchise Tax Board State of California Sacramento

Overview

Under the close supervision of an Administrator I, the Compliance Representative (CR) will resolve delinquent personal or business income tax accounts, non-tax debt accounts, respond to telephone calls, Live Chats, and correspondence from debtors in both Spanish and English. Using in-depth account and system analysis, the CR will validate accounts for accurate balance and demographics, explain assessments, initiate account adjustments, respond to requests for lien payoff demands and evaluate financial statements to determine ability to pay or installment agreement eligibility. The CR will utilize skip-tracing tools and skillful negotiation to obtain timely resolutions, initiate involuntary collection activities and/or field actions to collect payment in full and/or obtain compliance.

Additional responsibilities include the maintenance of an inventory of collection accounts, locating and contacting debtors, business entity, and third parties via telephone or in the field to secure payment in full, gather assets and other collection information. It is the responsibility of the CR to educate taxpayers to prevent future delinquency and non-compliance, assist the public in person with collection, non-collection Personal Income Tax (PIT), Business Entity (BE) cases, and non-tax cases, assist in the training and development of staff, act as a technical advisor and review work performed by the team for quality and accuracy.

Bilingual (Fluent in Spanish) positions exist for this recruitment. Bilingual candidates must indicate their fluency on the front of the standard state application (STD 678) and resume.

This position is eligible for remote-working within California based on departmental guidelines and operational need. Some in-office presence required.

  • Knowledge of Personal Income Tax (PIT) and/or Business Entity (BE) laws, policies and procedures
  • Knowledge of Franchise Tax Board (FTB) systems such as Case Management (CM), Taxpayer Folder (TPF), Taxpayer Information System (TI), Business Entity Tax System (BETS), Accounts Receivable Collection System (ARCS), Department of Motor Vehicles (DMV), Integrated Nonfiler Compliance (INC), Board of Equalization (BOE), Secretary of State (SOS), and Lexis Nexis
  • Ability to exercise good judgment and tact
  • Ability to shift priorities and workloads in an effort to meet program goals
  • Proficiency in MS Office (Word, Excel, PowerPoint and Outlook)
  • Ability to exercise patience and use creativity
  • Strong work ethic
