Position Overview:

We are seeking a highly organized and experienced Fractional HR & Compliance Manager to help us ensure ongoing HR, tax, and benefits compliance within the United States. This part-time hourly role will be responsible for implementing and managing our HR infrastructure and compliance obligations, advising on best practices, and ensuring our team operates effectively and legally across various US States and jurisdictions.

Job Responsibilities:

1. Manage and maintain state registrations and compliance for employment in multiple U.S. states, including but not limited to New York, California, etc.
2. Oversee and coordinate state-specific filings, tax registrations, and renewals, working closely with Rippling's ASO and Payroll teams, as well as our legal team.
3. Ensure ongoing compliance with labor, wage & hour, and employment laws at the state and federal levels.
4. Support selection, implementation, and ongoing management of a new PEO or ASO solution.
5. Help manage and evaluate employee benefit plans (health, dental, vision, etc.).
6. Lead negotiations with benefits vendors or brokers to ensure cost efficiency and coverage value.
7. Monitor and benchmark benefit costs and advise on total rewards strategy.
8. Provide HR policy guidance and ensure employee handbook and processes reflect current legal standards.
9. Serve as a point of contact for internal HR compliance questions and support.
10. Ensure accurate record-keeping and documentation processes for audits or regulatory reviews.

Basic Qualifications:

1. 3+ years of experience in HR operations, compliance, or people management roles.
2. Demonstrated expertise in employment laws and tax requirements, specifically with New York and California.
3. Experience working with or managing a PEO or ASO.
4. Strong familiarity with multi-state employment practices and filings.
5. Excellent organizational and communication skills.
6. HR certifications (e.g., SHRM-CP, PHR) or payroll/tax credentials are a plus.
7. Comfortable working independently and proactively on a fractional/part-time basis.

The role is fully remote within the United States, with a preference for candidates in or near New York, NY. We offer a competitive hourly wage for the successful candidate.
