Description du poste

Fractional Federal Growth & Capture Lead

Independent Contractor (ICA) | 90-Day Initial Engagement

Remote / National | San Antonio, TX Headquarters

$75–$100/hour | Approximately 20–30 hours per month

The Opportunity

This is not a proposal writer position and is not an opportunity-research role.

We have internal resources capable of researching opportunities, developing technical solutions, supporting pricing, and writing proposal content.

What we need is an experienced capture professional who can answer:

Where can Webhead realistically win, who do we need to know, how do we get positioned early, and what needs to happen next?

Our immediate priority is identifying near‑term subcontracting, teaming, and smaller prime opportunities that can generate revenue while simultaneously building a strategic pipeline of larger $5M–$10M+ opportunities where Webhead has sufficient time to properly position and capture.

First 90 Days

This engagement will begin with a 90‑day initial period focused on measurable market activity and qualified pipeline development.

Near‑Term Revenue

Identify and advance opportunities where Webhead can:

  • Join existing prime contractor teams.
  • Provide technology capabilities as a subcontractor.
  • Strengthen an existing pursuit through our technical capabilities, past performance, certifications, or customer experience.
  • Pursue smaller federal opportunities where Webhead can realistically prime.
  • Reengage existing relationships that could lead to funded work.
  • Identify work that can reasonably move toward award or subcontract activity within the next 3–12 months.

Strategic Capture

Build an early‑positioned pipeline of select $5M–$10M+ federal opportunities with longer capture horizons.

For these pursuits, the Capture Lead will:

  • Identify opportunities well before solicitation.
  • Develop customer and competitive intelligence.
  • Determine incumbents and likely competitors.
  • Identify potential teaming partners and primes.
  • Assess Webhead's probability of winning.
  • Develop capture strategies and win themes.
  • Identify capability or past‑performance gaps.
  • Establish customer and partner engagement strategies.
  • Recommend BID / NO‑BID decisions.

We would rather pursue a small number of opportunities we can credibly win than build a large pipeline of unqualified opportunities.

Existing Relationships Matter

We are specifically looking for someone who brings an established network within the federal contracting community.

Successful candidates should be able to demonstrate relationships with some combination of:

  • Federal agencies and program organizations
  • Large and mid‑tier federal prime contractors
  • Small‑business teaming partners
  • Government contracting organizations
  • Program managers and acquisition professionals
  • Technology integrators and solution partners

We are particularly interested in professionals who can open doors, make introductions, and get Webhead into teaming and customer conversations.

What You Will Own
  • Federal growth and capture strategy.
  • Qualified federal pipeline development.
  • Prime and teaming‑partner engagement.
  • Capture planning for priority pursuits.
  • Bid/no‑bid recommendations.
  • Customer and competitive intelligence.
  • Partner and teaming strategies.
  • Pursuit positioning and win themes.
  • Opportunity qualification.
  • Coordination of internal pursuit resources.
  • CRM pipeline accuracy and next actions.
  • Weekly executive‑level growth reporting.

When an opportunity moves toward proposal, you will help organize the pursuit and ensure the strategy carries into the response. You will not be expected to personally write every proposal.

How Webhead Supports You

You will not be working alone.

Webhead has resources supporting:

  • Opportunity and market research
  • Technical solution development
  • Pricing and financial analysis
  • Proposal development
  • Marketing and communications
  • Website and digital presence
  • Executive customer engagement

The Capture Lead is responsible for bringing these resources together around opportunities worth pursuing.

What Success Looks Like

Within the initial 90 days, we expect to see evidence of market traction, including:

  • Qualified introductions to primes, partners, and/or federal customers.
  • Active subcontracting or teaming discussions.
  • Near‑term opportunities with defined customers, scope, value, procurement path, timing, and next actions.
  • A prioritized pipeline of realistic prime and subcontract opportunities.
  • Identification of strategic $5M–$10M+ pursuits for longer‑term capture.
  • Documented capture strategies for priority opportunities.
  • Clear BID / NO‑BID recommendations.
  • Consistent movement of qualified opportunities through the pipeline.

Pipeline volume alone is not success.

We are interested in the quality of relationships, opportunities, positioning, and measurable progression toward revenue.

Ideal Candidate

You may be a strong fit if you have:

  • Demonstrated federal business development and/or capture experience.
  • An established network of federal primes, partners, and customer relationships.
  • Experience selling or capturing technology, cybersecurity, cloud, software, AI, IT modernization, engineering, or professional services.
  • Experience developing teaming and subcontracting opportunities.
  • Knowledge of federal procurement and acquisition cycles.
  • Experience developing and executing capture strategies for multimillion‑dollar opportunities.
  • Strong judgment regarding opportunity qualification and bid/no‑bid decisions.
  • The ability to operate independently with limited day‑to‑day supervision.
  • A track record of turning relationships and market intelligence into actual pursuits and revenue.

Experience with DoD, Air Force, defense, civilian federal agencies, SLED, or major federal technology integrators is especially valuable.

What This Role Is Not

This is not a position for someone whose primary approach to business development is:

  • Searching SAM.gov and forwarding solicitations.
  • Building large, unqualified pipeline spreadsheets.
  • Waiting for leadership to identify opportunities.
  • Writing proposals without conducting capture.
  • Attending meetings without creating measurable next actions.

We need someone who can find the path to the customer, position Webhead before the RFP, build the right team, qualify what is winnable, and drive the pursuit forward.

Engagement Details

This is an independent contractor engagement beginning with an initial 90‑day period.

Expected level of effort is approximately 20–30 hours per month, with compensation targeted at $75–$100 per hour depending on demonstrated experience, relationships, and federal market expertise.

Continuation beyond the initial engagement will be based on performance, qualified pipeline development, market traction, and Webhead's evolving growth strategy.

Expected hours: 20.0 – 30.0 per month

Work Location: Remote / National with San Antonio, TX headquarters

  • If you joined Webhead tomorrow, what would you do during your first 30 days to identify near‑term subcontracting or teaming opportunities?
