Qualifications

  • Strong organizational, verbal and written communication skills.
  • Ability to identify and build a multi-level community network.
  • Ability to travel in and around the metropolitan New York City region.

Responsibilities

  • Develop and implement recruitment strategies to attract foster and adoptive parent applicants.
  • Establish relationships with community organizations and stakeholders to raise awareness.
  • Oversee screening, home studies, and regulatory compliance for prospective families.
  • Supervise and coordinate preparation, opening, recertification, and reapproval processes for homes.
  • Oversee training programs for foster and adoptive parents and track training hours.
  • Ensure confidential case documentation and proper record management across agency systems.
  • Provide supervision and professional development to Certification Coaches, Recruitment Specialist and Recruiter.
  • Collaborate with internal teams and external partners to improve placement stability and outcomes.
  • Monitor policy compliance and drive quality improvement across recruitment and certification.

Salary Range: $66,000.00 To $77,000.00 Annually

Job Summary

The Foster Parent Support & Recruitment Supervisor is responsible for leading efforts to recruit, train, and support foster and adoptive parents. This role requires creativity, leadership, and dedication to strengthening families and communities.

Major Responsibilities
  • Develop and implement innovative recruitment strategies to attract, engage, and retain qualified foster and adoptive parent applicants.
  • Establish and maintain collaborative relationships with community organizations, faith-based institutions, schools, healthcare providers, media outlets, and other stakeholders to enhance recruitment efforts and increase public awareness.
  • Oversee the screening, assessment, and investigation of prospective foster and adoptive families to ensure compliance with agency, local, and state regulations.
  • Supervise the completion of comprehensive home studies, ensuring timely, accurate documentation and adherence to regulatory requirements.
  • Manage the certification, opening, recertification, and reapproval processes for foster and adoptive homes, ensuring all licensing standards are met.
  • Oversee the planning, coordination, and delivery of pre-service and ongoing training for foster and adoptive parents while ensuring accurate tracking and compliance with required training hours.
  • Ensure accurate, timely, and confidential case documentation and record management within CONNECTIONS, FACS, ASARA and other agency databases.
  • Provide regular supervision, coaching, performance feedback, and professional development to Certification Coaches, Recruitment Specialist and Recruiter.
  • Collaborate with internal departments and external partners to improve placement stability, increase foster home capacity, and promote positive outcomes for children and families.
  • Monitor departmental performance, ensure compliance with agency policies and OCFS/ACS regulations, and implement quality improvement initiatives to strengthen recruitment, certification, and retention efforts.
  • Master’s degree in social work from an accredited college or university
  • Minimum of three years of post-graduate experience in the field of child welfare, with one year of experience in foster care and adoption
  • Organizational, verbal and written communication skills
  • Skill in identifying and building a network of multi-level community relationships
  • Ability to accommodate a flexible work schedule, including evenings and weekends
  • Ability to travel in and around the metropolitan New York City region
