Qualifications

  • Ten years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management at supervisory level or above.
  • Bachelor's degree in construction management, engineering, architecture, landscape architecture, interior design, public administration, or business administration with seven years of relevant experience.
  • Bachelor's degree in architecture, landscape architecture, interior design, or engineering with five years of related professional experience.
  • License in Louisiana to practice architecture, landscape architecture, engineering, or interior design with three years in a licensed role.

Responsibilities

Job description

The Division of Administration/Facility Planning and Control has a vacancy. This job title has an assigned pay grade of TS-321.

The Office of Facility Planning and Control is responsible for administration of the state's capital outlay budget process, which includes preparation of a preliminary state construction plan. The document outlines state and local projects for possible funding using a mixture of state general obligation bonds, revenue bonds, state and federal cash and often fees and self-generated funds. The proposed construction budget is contained in House Bill 2 which is introduced at regular legislative sessions. The proposed construction budget is sometimes altered during the legislative sessions by lawmakers before becoming law. FPC also administers the state and non-state projects that are ultimately funded and oversees the contracts from planning through construction and project completion.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

  • Ten years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management; OR
  • A bachelor's degree in construction management, engineering, architecture, landscape architecture, interior design, public administration, or in a business administration field plus seven years of experience in project management, construction management, architecture, landscape architecture, engineering, interior design, budget analysis or development, or contracts/grants management; OR
  • A bachelor's degree in architecture, landscape architecture, interior design, or in an engineering field plus five years of professional architecture, landscape architecture, engineering, or interior design experience; OR
  • Possession of a current Louisiana license to practice professional architecture, landscape architecture, engineering, or interior design plus three years of experience as a licensed architect, landscape architect, engineer or interior designer.

EXPERIENCE SUBSTITUTION:

An advanced degree in a qualifying educational field will substitute for a maximum of one year of the required experience.

Possession of either a Certified Construction Manager Certification (CCM) or Project Management Professional Certification (PMP) will substitute for a maximum of one year of the required experience.

NOTE: Applications will be accepted from persons licensed to practice professional engineering or professional architecture in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties:

This position requires strong leadership, technical, legal, and policy expertise to manage complex capital and disaster recovery projects across multiple state and federal systems.

The FPC Assistant Director oversees the design, construction, and disaster recovery of capital outlay projects, managing a revolving program of approximately $2 billion and supervising a staff of up to 15 employees, including senior managers.

Capital Outlay Management
  • Manages architectural and engineering staff reviewing state-funded construction projects across various state agencies (e.g., Higher Education, Health, Veterans Affairs, etc.).
  • Administers engineering and architectural programs and provides technical assistance to leadership.
  • Handles funding allocations, cash flows, and project approvals (contracts, bids, change orders, etc.).
  • Represents the office in legal and legislative matters.
  • Develops and oversees policies and procedures for managing Capital Outlay projects statewide.
Disaster Project Oversight
  • Guides staff in managing emergency and non-traditional construction projects post-disaster.
  • Ensures compliance with federal laws and guidelines (e.g., Davis‑Bacon Act, HUD, FEMA).
  • Coordinated preliminary damage assessments and manages external consultants.
Disaster Recovery Coordination
  • Coordinates with agencies on disaster response priorities (repairs, demolitions, replacements).
  • Communicates state recovery policies and ensures agency alignment during emergencies.
Federal Coordination & Compliance
  • Interfaces with FEMA, HUD, and other federal entities during disasters.
  • Prepares project worksheets (PWs), audits, and ensures proper use and tracking of federal funds.
  • Drafts and implements disaster recovery rules and regulations.
