Job summary

Progressive Life Center, Inc. (PLC) is a Black‑led organization providing culturally sensitive human services to children, youth and families in DC and Maryland.

PLC's Foster Care program recruits and supports foster families, conducts home studies, ensures licensing compliance, and partners with communities to achieve permanent placements. The role requires licensure, 2+ years in child welfare, strong communication skills, and travel within the region.

Qualifications

• Bachelor’s degree in social work or related field; master’s preferred.
• LBSW or LMSW licensure required.
• Two years of experience in child welfare, foster care, or related field.
• Experience engaging parents, volunteers, caregivers, and professionals for provider recruitment.
• Experience completing home assessments, licensing reviews, and compliance monitoring.
• Proficient verbal and written communication skills.
• SAFE‑C certification within three months of hire and maintain.
• Marketing, outreach, community engagement, or business development experience.
• Experience using MS Office, electronic records, and databases.
• Valid driver’s license and ability to travel within region.

Responsibilities

• Manage assigned treatment foster homes and parents as primary contact.
• Conduct comprehensive home studies and licensing assessments.
• Ensure licensing compliance and audit readiness.
• Conduct quarterly monitoring and home visits for safety and placement needs.
• Develop and implement foster-parent recruitment strategies.
• Coordinate foster-parent training and education programs.
• Monitor training compliance and provide coaching and support.
• Collaborate on placement decisions and program operations.
• Attend required meetings and participate in ongoing professional development.
