The City of South Bend seeks a dedicated supervisor for its Central Mowing and Graffiti Abatement Programs. This role includes administrative oversight and direct management of seasonal staff in landscaping and maintenance operations. SALARY: up to $57,096 annually
SCHEDULE: Monday-Friday, 6:00AM-2:30PM (Spring/Summer), 7:00 AM-3:30 PM (Fall/Winter). Schedule subject to vary based on departmental need.
POSITION SUMMARY:
Performs administrative, supervisory, and professional work of the Central Mowing Program, Graffiti Abatement Program, and property management program involving DCI and other City properties. Assists the VPA Grounds Manager in other daily park operations including the leaf program, snow removal, and park / cemetery mowing.

SUPERVISION EXERCISED:
Seasonal supervision of part time employees and (2) Teamster Group Leaders. Additional temporary duties assumed when filling in for other managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
? Perform other duties and assume other responsibilities as apparent or as assigned.
? Supervises the Central Mowing Program, which includes the scheduling and assignment of mowing Code Enforcement citations, City owned properties and properties held by Economic Development.
? Supervises the Graffiti Abatement Program, which includes daily contact with City residents, SBPD, and Code Enforcement.
? Oversees the snow removal and work performed for Economic Development.
? Keeps records and digital documentation of all work performed.
? Studies and standardizes procedures to improve efficiency and effectiveness of operations.
? Has the ability to issue citations involving graffiti or environmental violations on private property.
? Addresses concerns and complaints.
? Initiates and implements safety regulations and procedures.
? Prepares and maintains daily, monthly, and annual reports and records, as assigned.
? Maintains all aspects of payroll.
? May serve as a member of various employee committees.
? Direct and supervise Central Mowing crew during all day-to-day operations.
? Work with Central Mowing crew to complete projects.
? Solicit quotes or bids to determine the lowest cost from vendors.
? Work with and oversee jobs that are contracted out to ensure quality workmanship and if completed within scheduled guidelines.
? Assign daily work schedule.
? Generates monthly reports to submit for cost reimbursement.
? Completes work orders.
? Participate in an on-call rotation with other superintendents and foreman.
? Take over duties of other supervisors when they are out and direct their crews.

EDUCATION / QUALIFICATIONS:
? Graduation from high school or GED equivalent.
? Minimum two years of experience in landscaping, operations management, or another related field
?
KNOWLEDGE SKILLS AND ABILITIES:
? Ability to work independently and to complete daily activities according to work schedule.
? Ability to lift heavy objects, walk and stand for long periods of time, and perform strenuous physical labor under adverse field conditions.
? Ability to communicate orally and in writing.
? Ability to use equipment and tools properly and safely.
? Ability to understand, follow and transmit written and oral instructions.
? Ability to establish positive working relationships with employees, supervisors, and the public.
? Competency in Microsoft Office software.
? Understanding of City policy and operations preferred.
? Able to learn applications and software related to work performance such as City Works, ArcGIS, and more.

CERTIFICATES, LICENSE, REGISTRATION:
? Valid Driver?s license required.

EQUIPMENT:
Motorized vehicles for driving and evaluation purposes; calculator; copy and fax machines; computer and tablet; phone or portable radio.

WORK ENVIRONMENT:
While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles and vibration. The noise level in the work environment is usually quiet, except when operating power equipment.
