CLASS DEFINITIONPerforms a variety of skilled and supervisory work in the construction, maintenance, repair, and rehabilitation of streets including curb, gutter, sidewalks, traffic signs, delineation and graffiti removal.
DISTINGUISHING CHARACTERISTICSThis journey-level classification is distinguished with the incumbent performing the more difficult tasks in street maintenance which are performed with some independence within established policies, procedures and techniques.
SUPERVISION RECEIVEDThe incumbent works under the general supervision of the Public Services Supervisor and exercises the day-to-day functional supervision over assigned crew members, and work performed by various contractors.
- Street striping, painting traffic lines and legends, fabricating, installing and maintaining traffic and street signs, laying out street markings in accordance with drawings or blueprints and preparing traffic control or guide signs.
- Maintain, repair and construct Portland cement concrete sidewalks, curbs, gutters, driveway approaches and other miscellaneous structures.
- Maintain, repair and construct asphalt concrete and Portland cement concrete streets and alleys.
- Operate trucks, tractors and various motorized and non-motorized equipment as needed.
- Plans and coordinates work schedules.
- Assists in the inspection of work under construction.
- Prepares and maintains pertinent reports and records.
- Evaluates the work of subordinates.
- Provides formal or functional supervision including training to subordinate employees in the proper use and care of equipment and proper safety procedures.
- Enforces proper safety procedures.
- Conduct field inspections to verify compliance with City contracts and standards.
- Obtains proposals/bids and assists with the selection and evaluation for a variety of street and/or concrete maintenance contracts and projects.
- Assists in the development of specifications, including estimating labor and materials and determining installation and repair methods.
- Responds to public inquiries and requests; reviews service requests, schedules work to be completed and resolves requests.
OTHER JOB-RELATED DUTIES:- Requisitions supplies and equipment.
- Maintains records and schedules on inspection, maintenance and repairs.
- Performs other duties as assigned.
EDUCATION:
- High school graduation or equivalent.
- College coursework with an emphasis in Public Works maintenance and/or construction maintenance is highly desirable.
- Previous supervisory education/experience is highly desirable.
EXPERIENCE:- Five-years journey-level experience in Public Works maintenance, repair, rehabilitation, and construction including streets, sidewalk, curb and gutter, traffic signs, delineation and graffiti removal is highly desirable.
- Previous streets maintenance experience, preferably in a municipal setting.
- One-year of experience in a lead or supervisory capacity is highly desirable.
REQUIRED KNOWLEDGE AND SKILL LEVELS:- Principles of asphalt concrete construction, repair and maintenance.
- Principles of Portland cement concrete construction, repair and maintenance.
- Methods, procedures, tools, equipment and materials used in the construction, rehabilitation and maintenance of streets, sidewalks, curb and gutter, traffic signs and delineation.
- Knowledge of CA-MUTCD Traffic Control as it relates to this position.
- Related work hazards and common safety rules and procedures as they apply to Public Works construction and maintenance.
- Proper safety practices and procedures in maintenance for employees.
- Skill in the use and maintenance of small hand tools, power equipment and other street maintenance equipment.
- Modern office procedures, methods and computer equipment including personal hardware and software applications.
- Establish and maintain effective working relationships with other employees, City officials, contractors and the public.
- Effective verbal communication skills.
- Understand and follow written and verbal instructions.
- Safely operate a motor vehicle.
- Plan, coordinate and supervise unskilled, semi-skilled and skilled subordinates.

LICENSE REQUIRED:- A valid California Class C driver’s license is required.
- Possession of, or ability to obtain within the probationary period, a valid California Class A or B Commercial Driver’s License with airbrake endorsement and manual transmission required at time of appointment or within the probationary period.
- A valid California Commercial License Tanker Endorsement is desirable.
- Maintain, at all times, the license required for this job classification.
SPECIAL REQUIREMENT:Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs and to work various shifts.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:- Work will primarily be outdoors with full exposure to the elements but may work indoors as well.
- Perform strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity and use of both hands and legs appropriate to the duties to be performed.
