The City of Steamboat Springs is hiring two Foremen for Howelsen Hill and Open Space & Trails. This role includes supervising staff and maintaining recreational facilities, ensuring operational safety, and enhancing community amenities through effective leadership and maintenance practices.

Responsible for hiring, supervising, scheduling, and training staff involved in general maintenance, construction and operation of open space and trails and Howelsen Hill Ski area.
SUPERVISION RECEIVED
Works under the general supervision of the Howelsen Hill Supervisor and Open Space and Trails Supervisor.
SUPERVISION EXERCISED
Directly supervises and trains all levels of full time Maintenance Technicians, temporary, seasonal and community service workers and contractors. Frequently supervises up to 15 employees at any given time.
Hires, onboards, trains, and schedules seasonal staff.
Reviews and approves timesheets for maintenance workers and seasonal employees.
Performs annual performance evaluations for subordinate full-time and seasonal employees.
Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while always espousing safety.
Assists Supervisor with project management for capital improvement projects and provides professional advice to Supervisor.
Purchases tools, equipment, landscape materials and other supplies necessary for maintenance.
Performs routine inspection and preventative maintenance and cleaning on assigned equipment and refers defects or needed repairs to the supervisor or mechanic.
Operates backhoes, tool-cats, skid-steers, excavators, loaders, telehandlers, and other listed equipment as needed.
Summer Specific Duties
Leads the open space and trails crew, overseeing and actively participating in the maintenance and enhancement of open space and trail systems.
Plans, schedules, and implements maintenance activities designed to provide quality recreational amenities and services for the division.
Leads crew and plans and performs new trail construction, including tree felling, cutting new tread, and installing features such as water bars, drainage dips, retaining walls, rock steps, etc.
Coordinates with other departments, land managers, and volunteer groups to support trail projects and ensure alignment with open space management goals.
Maintains bike parks and features.
Maintains trail corridors according to standards utilizing tools such as mowers, chainsaw, weed trimmers, edgers, loppers, bowsaws, and pole saws.
Distributes daily work schedules and assigns tasks to appropriate employees or crews and coordinates the work program through completion.
Motivates and evaluates assigned staff, reviews progress, and directs changes as needed.
Winter Specific Duties
Leads crew and performs maintenance of Ski area related infrastructure including signage, snowmaking hose and hydrants, painting, lift maintenance, lift shacks, and Howelsen Hill lodge.
Leads crew and performs snowmaking duties including carrying and moving snowmaking hoses and cords, digging out snow guns, facilitating snow gun moves and adhering to an established snowmaking plan.
Leads crew and serves as a Lift Foreman in the safe operation of lifts, checking lift passes, learning the mechanical operation of all lifts and daily safety inspection requirements.
Possesses a working knowledge of Colorado Passenger Transportation Safety Board rules and regulations regarding the safe operation of lifts.
May fulfill other duties at Howelsen Hill based upon skill level and qualifications. These duties may include ski patrol, ticket office, tubing operations, or grooming operations.
Performs skilled and semi-skilled maintenance on snow making equipment and pumphouse machinery up to and including motors, drives, pumps, compressors, nozzles, nucleators, mechanical and electrical equipment.
Performs skilled and semi-skilled tasks in the maintenance of ski jumps, lift shacks, vaults, and other ski area specific infrastructure.
Operates snow cats, snowmobiles, snow making equipment, ski lifts, plow trucks, skid steers and utility vehicles.
Education and Experience:
(A) Graduation from high school education or GED equivalent, and
(B) At least three (3) years of experience as a Parks Maintenance Technician II for the City of Steamboat Springs; or
(C) Seven (7) years of experience in parks maintenance and operation
(D) Five (5) years of experience operating medium to heavy equipment and small equipment and hand tools.
(E) Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities:
(A) Advanced knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities.
(B) Advanced skill in operation of some of the listed tools and equipment.
(C) Advanced knowledge of safe operational procedures in the use of heavy equipment, machines, tools, chemicals and toxic agents.
(D) Ability to perform heavy manual tasks for extended periods of time; Ability to work safely; Ability to communicate effectively; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions.
(E) Additional skills and abilities include operation monitoring (watching gauges, dials, or other indicators to make sure a machine is operating properly; active listening; critical thinking (using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems); control precision ( the ability to quickly and repeatedly adjust the controls of a machine or a vehicle to exact positions; multi-limb coordination; near vision, depth perception, problem sensitivity and rate control ( the ability to time your movements or the movement of a piece of equipment in anticipation of changes in speed and/or direction of a moving object or scene). (F) Ability to adapt to changing conditions and priorities and willingness to grow and learn new skills
(G) Ability to perform the duties of the position without direction supervision
(H) Ability to communicate orally and in writing.
(I) Computer skills required: Microsoft Office Suite and ability to learn Outlook, Kronos, NeoGov, and other relevant systems.
SPECIAL REQUIREMENTS
(A) Valid Colorado Driver’s License
(B) CPR/1st Aid certification within three (3) months of employment
(C) Minimum of two of the following (must be relevant to specific position): CDL, Certified Irrigation Technician, Certified Landscape Irrigation Auditor, Certified Arborist, US Ice Rinks Certified Ice Technician (requires 3 separate certificates), Safe Ice Re-surfacer Operations certificate, AA or BA in Horticulture, Certified Sports Field Manger, Certified Playground Safety Inspector, Backflow Inspection Certification, IMBA or OSI Trail planning, design and building course, Turfgrass Management Certificate, Qualified Supervisor Pesticide Applicator License, Advanced Snow Grooming, Ski Area Management Certificate, Colorado State University or equivalent, Ski Area Management Certificate, Slopes and Trail Maintenance Certificate I or II, Ropeway Maintenance Technician Certificate, CMC Ski Patrol Operations Certificate, or other approved education and certifications.
(D) Required to participate in “on-call” rotation during non-scheduled hours year-round (winter and summer).
TOOLS, EQUIPMENT AND MATERIALS USED
Light to heavy equipment and motorized vehicles, pickup truck, utility truck, backhoe, excavator, loader, snowplow, snow cat, winch cat, tamper, plate compactor, saws, snowmobiles, pumps, snow making guns, compressors, sanders, generators, trencher, and welder.
Lawn and landscaping equipment including tractors, UTVs, mowers, aerifier, chain saw, edgers, weed trimmers, electric motors, pumps, sprinklers.
Use of cleaning and lubricating chemicals, pesticides, or herbicides.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. May be on-call and required to work weekends, holidays and nights during peak equipment use times and special events.
Work on snow covered or wet, slippery side slopes while carrying a load.
