Brownsville Public Utilities Board is seeking a technically skilled supervisor to oversee operation, installation, maintenance, and repair of the water and wastewater systems. The role requires coordinating crews, enforcing safety protocols, and ensuring regulatory compliance.

Under limited direction, the incumbent will plan and supervise activities, maintain records, train staff, and drive efficiency while adhering to company policies and procedures.

Qualifications

  • Associate Degree in Engineering, Construction, or related field; eight years' experience in construction and maintenance of water and wastewater systems.
  • Three (3) years of supervisory experience preferred.
  • Two (2) years of related experience can substitute for the Associate’s degree.

Responsibilities

Job Summary

Under limited direction, an employee in this position performs responsible technical and supervisory work in the operation, installation, maintenance, and repair of the water and wastewater systems.

Responsibilities

Plans, coordinates, and directs the activities and crews engaged in water and wastewater operations. Coordinates work with other departments, developers, property owners, and utilities. Assigns and allocates crew to work projects; checks projects for progress and conformance to construction plans. Coordinates the use of available equipment to obtain maximum utilization and checks each project for progress and conformance to construction and safety plans. Makes changes in plans as required. Visits job sites when crucial or important processes are under way. Instructs crew members in proper work methods and makes periodic inspections to verify that established methods and practices are followed. Keeps labor, material, and field operations records. Prepares activity reports; uses reports to evaluate cost and efficiency of operations. Ensures that all work is being completed to regulatory requirements and company policies and procedures. Trains and instructs subordinates. Coordinates Job Safety Analysis ( JSA ) forms with subordinate staff and crews and ensures safety procedures are followed and adhered to in accordance to JSAs developed. Completes other job duties as assigned.

  • Knowledge of state and local regulations applicable to the functions of the department.
  • Knowledge of the use and types of machines, equipment, materials, principles, methods, and practices involved in the operation, installation, repair, and maintenance of the water and/or wastewater system.
  • Knowledge of safety precautions and occupational hazards connected with the operation, construction, maintenance, repair and testing of the assigned areas.
  • Knowledge of all applicable water and/or wastewater systems.

Skills important to perform the functions of the job include:

  • Strong oral and written communication skills in English.
  • Organization and time management skills.

Abilities important to perform the functions of the job include:

  • Ability to use independent judgment and take initiative in the performance of the water and wastewater departments.
  • Ability to develop, organize, assign, supervise, and inspect the work of assigned personnel.
  • Ability to prepare and maintain records and reports.
  • Ability to trains and instructs subordinates.
  • Ability to be on 24-hour stand‑by.
Education & Experience Requirements

Associate Degree in Engineering, Construction, or related field plus eight (8) years’ experience in construction and maintenance of water and wastewater systems; at least three (3) of the required years of experience should be in a supervisory position. Two (2) years of related experience can substitute for the Associate’s degree.

Certificates, Licenses, Registrations

Requires a valid Texas Commercial Class B Driver License or receipt of a valid Texas Commercial Class B Drivers’ License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must possess or be able to obtain the Tank Endorsement within one (1) year of obtaining the position.

Required to hold or be able to obtain, within two (2) years of appointment, a Wastewater Collection II and Water Distribution Operator C certifications issued by the Texas Commission on Environmental Quality ( TCEQ ).

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to drive a company vehicle and to climb in and out of the vehicle a repetitive number of times throughout the day to inspect work in progress is required. Must be able to climb in and out of construction sites where company projects are in progress.
