RS&H is seeking a Program Manager for the Florida Transportation Academy-Construction Division to lead a statewide mobile training unit and related workforce development initiatives. You will oversee planning, training program design, and partnership development to strengthen the transportation workforce.

The role emphasizes collaboration with industry partners, adherence to FDOT requirements, and management of a high-priority team delivering curriculum and placements across Florida.

Qualifications

  • 10 years of relevant experience leading workforce or training programs for infrastructure or transportation projects.
  • Experience with state agencies or public sector clients, preferably Florida.
  • Ability to lead workforce programs from FDOT perspective, aligning with performance and delivery needs.
  • Strong understanding of training frameworks, apprenticeships, and trade readiness.

  • Collaborate with industry partners to identify workforce skill requirements and monitor industry trends, using that information to enhance training programs, curricula, and learning materials that support student success and career readiness.
  • Develop strategies and partnerships to support training, certification, and placement pipelines. Lead and oversee the identification, prioritization, and development of all necessary curriculum.
  • Coordinate with transportation construction contractor training partners to ensure consistent progress on workforce goals and milestones.
  • Monitor program performance and report on workforce readiness, skills development outcomes, and job placement.
  • Coordinate compliance documentation, reporting, and operational adherence to applicable standards and requirements.
  • Develop and implement coordination, logistics, and deployment strategies to achieve operational goals and timelines.
  • Oversee workforce development staff and resources to ensure timely and accurate completion of high-priority items, as well as efficient ongoing operations.
  • Coordinate with internal and external partners. Collaborate with other offices within FDOT and stakeholders to achieve operational goals.
  • Perform other such duties as program leadership deems necessary.

The Opportunity

The Florida Transportation Academy-Construction Division Program Manager plays a key role in developing and sustaining the transportation workforce by strengthening the talent pipeline necessary to support the delivery of current and future FDOT Work Programs.

The Florida Transportation Academy-Construction Division Program Manager plays a key role in developing and sustaining the transportation workforce by strengthening the talent pipeline necessary to support the delivery of current and future FDOT Work Programs. This role involves: Workforce Planning: including workforce needs analysis, identification of skill gaps, implementation of workforce action plans, and monitoring/evaluation of workforce plans; Training & Development: including assessment of training needs, design/implementation of training programs, coordination of training activities, and compliance with training requirements; and all other requisite management, supervision, and/or coordination necessary to effectively lead a major workforce development program. This position is also responsible for aligning workforce development training and curriculum requirements with the infrastructure, resources, and operational support necessary for successful program delivery. This role oversees the day-to-day operations of FDOT’s mobile training unit, which will be deployed throughout the State to support FDOT’s statewide infrastructure initiatives. The Florida Transportation Academy-Construction Division Program Manager plays a key leadership role in the mobile training unit and is stationed with the unit.

Minimum Qualifications
Education
  • Bachelor’s degree in Workforce Development, Training & Development, Construction Management, or a related field
Experience
  • 10 years of relevant experience, including leading workforce or training programs for infrastructure or transportation projects.
  • Experience working with or on behalf of state agencies or public sector clients, preferably within Florida.
  • Demonstrated ability to lead workforce programs from FDOT’s perspective, ensuring alignment with program performance and delivery needs.
  • Strong understanding of training frameworks, apprenticeships, technical education, and trade readiness.
License / Certification
  • Certifications related to transportation management, logistics, and/or safety would be beneficial.
Knowledge, Skills, And Abilities
  • Experience in transportation and/or logistics: Hands-on experience in the transportation industry, with previous management experience preferred.
  • Understanding of FDOT regulations: Knowledge of applicable government laws and regulations related to transportation.
  • Strong leadership skills: Ability to motivate, guide, and develop a team of employees.
  • Organizational skills: Efficiently manage multiple tasks, deadlines, and resources.
  • Communication skills: Clearly and effectively communicate with staff, stakeholders, and external partners.
  • Problem-solving skills: Identify and resolve operational issues, supply chain disruptions, and staffing concerns.
  • A nalytical skills: Analyze data, identify trends, and make data-informed decisions.
