Job description

The position coordinates and manages the City’s compliance with policies, procedures and regulations associated with the City’s comprehensive floodplain management program; and performs other technical, administrative and supervisory work as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.

ESSENTIAL JOB FUNCTIONS
  • Reviews developmental plans for compliance with Federal, State and local floodplain management laws and executive orders;
  • Ensures the City is in compliance with all applicable FEMA mandates to lessen flood losses by exploring alternatives and incorporating innovative techniques for development;
  • Assists with the preparation of the division’s annual budget; requisitions equipment, supplies and materials as needed;
  • Explores, secures and coordinates federal funding from FEMA or other federal/state agencies related to flood mitigation or map modernization;
  • Conducts field sampling and/or site inspections as necessary;
  • Reviews floodplains of new construction;
  • Coordinates assigned activities and functions with those of other City divisions and departments, County departments and outside agencies as appropriate;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility;
  • Performs duties of supervisor as required in supervisor’s absence;
  • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, attending meetings, entering and retrieving computer data, copying and filing documents, etc.;
  • Attends meetings, training, conferences, seminars, etc., as appropriate to maintain knowledge of current legislation, trends and technology in environmental monitoring / public utilities operations and administration; and
  • Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelor’s degree in biology, chemistry, laboratory science or closely related field with two (2) years of relevant prior experience OR an Associates degree with four (4) years of relevant prior experience.
  • Must become a Certified Flood Manager within one (1) year of hire date.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;
  • Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
  • Ability to supervise the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as GPS equipment, laboratory equipment and instruments, or the application of custom or commercial administrative, scientific or other complex software or systems; may involve installation and testing. Span of control and scope of operations is extensive, involving a large number of facilities;
  • Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform professional-level work requiring the application of scientific, engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures; and
  • Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices.
