Fleet Mechanic I - ($51,258-$84,577)
The Mechanic I will perform entry level work that requires minimal automotive maintenance and repair experience and serves as an apprenticeship in order to learn to perform maintenance and repair tasks on sedans, light to heavy duty trucks, refuse collection vehicles, wide variety of heavy-duty specialty vehicles, construction equipment, and road maintenance support equipment. The position requires limited personal contacts within the department and periodic contacts with other department personnel when discussing servicing needs.
Fleet Mechanic II - ($53,822-$88,805)
The Mechanic II position is responsible for performing intermediate skilled work in the maintenance and repair involving the inspection, preventive maintenance, and repair of a wide variety of automotive, heavy duty vehicles, refuse vehicles, and construction and support equipment. Employees will be responsible for carrying out preventive maintenance tasks; determining causes of vehicle/equipment/apparatus operating problems by tracing and locating defects; selecting and safely using proper tools, equipment, devices, manuals, references, established procedures and techniques; and making repairs to automotive, light and medium duty trucks, heavy mobile equipment/vehicles, refuses collections trucks and utility maintenance equipment/vehicles.
Fleet Mechanic III - ($56,512-$93,245)
The Fleet Mechanic III position is a journey level, skilled work involving the inspection, preventive maintenance, and repair of a wide variety of light, medium, and heavy-duty vehicles, and mobile equipment (such as dump trucks, aerial bucket trucks, refuse collection vehicles, loaders, back-hoes, rollers, various types of tractors, tow truck, park maintenance equipment, etc.), para-transit buses, and specialized utility maintenance vehicles. This class of work may entail contact with vehicle operator to diagnose or to obtain clarification or requested task requirements. An employee in this class, working under general supervision, is responsible for: exercising independent judgment to carry out preventive maintenance tasks; determining causes of vehicle/equipment operating problems by tracing and locating defects; selecting and safely using proper tools, equipment, devices, manuals, references, and efficient procedures and techniques; and making repairs to automotive and light truck, medium, and heavy truck, heavy mobile equipment, sewer and water equipment, and parks maintenance equipment.

Knowledge, Skills, And Abilities
Employees continuously bend, reach, stretch, lift, stoop, climb and crouch often on top of, in, and under vehicles and engines in cramped and awkward positions. Performance of the work involves exposure to loud noises, vibrations, dust, dirt and grease. Employees perform physically strenuous work while standing, lying down, or sitting; and pull, push, lift and carry items which weigh up to 100 pounds, and occasionally items in excess of 100 pounds. The work requires employees to push, pull, turn, position and otherwise move parts, assemblies, components, equipment and tools often near or immediately adjacent to running engines where employees are exposed to compressed air, electricity, belts, pulleys, fan blades and sharp edges. Additional hazards include spring-loaded parts; lifts and presses on wet/greasy floors; hot hydraulic fluids and oils; welding hazardous; acetylene and oxygen cutting torches near flammable substances; battery acid and cleaning solvents; and working at heights of from ten to twenty feet above the ground or floor level. Performance of the work of the class may occasionally expose employees to decayed garbage, human/animal waste and/or body fluids. These hazardous working conditions require employees to strictly follow safety procedures and regularly employ safety equipment including safety glasses, rubber and leather gloves, hearing protection, eye and face shields, respiratory masks, and steel toe shoes. Despite these precautions, employees regularly receive cuts, burns, bruises and strains as well as eye, ear, nose, throat and skin irritations.
Physical Demands
- The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Crawling: Moving about on hands and knees or hands and feet. Crouching: Bending the body downward and forward by bending leg and spine.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Employees may join the City's dental program and receive dental benefits in addition to any such benefits provided by the group health plans. City of Rockville is offers a vision plan with VSP. Members will have a $130 allowance (in-network) for lenses/frames or contacts. Go to www.vsp.com to locate a participating provider. Group Life Insurance
The City provides life insurance equal to one and one-half times an employee's base salary. There is no cost to the employee for this benefit. Employees have the option of purchasing additional supplemental life insurance coverage for self, spouse and dependent child(ren). New employees joining within their first 30 days will not be required to provide evidence of insurability.

Sick Leave
Sick leave is earned monthly at the rate of 1.25 days per completed month of service. There is no waiting period for using earned sick leave nor is there a limit to the amount of earned sick leave that may be used in connection with any legitimate illness.

The Dependent Care FSA allows employees to set aside up to $5,000 on a pre-tax basis for eligible dependent care expenses. Prior to the beginning of each calendar year, employees estimate the amount of these eligible expenses and agree to have this amount deducted from their annual salary on a bi-weekly basis. Employees avoid paying federal, state, and Social Security taxes on the total amount of their deferral. When expenses are incurred, employees submit a receipt and are reimbursed from their account. Medical FSA
The Medical Care FSA allows employees to set aside up to $3,200 on a pre-tax basis for eligible health care expenses. Pre-tax Deductions for Health Insurance
Through Section 125 of the Internal Revenue Code, pre-tax payroll deductions may be made for the City's health and dental insurance premiums. Pre-tax deductions allow employees to avoid paying Federal, State, and F.I.C.A. taxes on the amounts of these payroll deducted premiums.

Retirement Programs
Retirement Plan
The City's retirement plans consist of a Defined Benefit and a Defined Contribution portion. Administrative and Union employees may contribute between one (1) and five (5) percent of their base salary, on a pre-tax basis, to the defined contribution portion. The deferral election is made at the time of employment and may not be changed. Therefore, employees are advised to give considerable thought to their decision of what percent to contribute. The City will make a matching contribution of 50 cents for each dollar contributed. A minimum of one (1) percent participation is mandatory.
Employees have different investment fund options in which to direct contributions. The investment direction may be changed biweekly. Vesting in the Defined Contribution portion occurs at the beginning of the 3rd year. Normal retirement is age 60 or 65 depending on date of hire.
The Defined Benefit portion of the retirement plan is based on a percentage of average annual salary multiplied by length of credited service. Administrative employees are required to make a mandatory one (1) percent contribution to the Defined Benefit portion of the plan. Vesting occurs after ten (10) years.
Police Officers contribute 8.5 percent of their earnings on a pre-tax basis to a defined benefit pension plan. Normal retirement for police officers is permitted at the earlier of age 60 or after 25 years of service, regardless of age. Benefits at retirement are based on a percentage of final average earnings multiplied by length of credited service.

Deferred Compensation (457) Plan
The deferred compensation plan is designed specifically for City employees, and makes it possible to defer income and the payment of income taxes on the deferred investment. The plan is not meant for short-term savings or investment purposes as monies deferred are generally not available until termination or retirement.
Employees may defer the lesser of 25 percent of base salary or a minimum of $10.00 per pay up to the current IRS limit on a pre-tax basis.
