Job summary

Orchard LLC is seeking a Policy & Analytical Support Analyst to support NOAA NMFS in the Sustainable Fisheries Division, Sacramento, CA. The role sits at the intersection of science, policy, and public service, contributing to sustainable management of groundfish, halibut, and other pelagic species.

Responsibilities include drafting rulemaking packages, preparing briefing papers, and coordinating IATTC submissions.

Qualifications

  • Experience in policy and analysis related to fisheries or renewable natural resources.
  • Ability to articulate biological and policy information to nontechnical audiences.
  • Ability to work closely with people from diverse scientific and technical backgrounds.
  • Ability to work independently and be solution-oriented and a self-starter.
  • Experience in preparing regulations is preferable.

Responsibilities

  • Support development of rulemaking packages required for proposed management actions related to fisheries in conformance with the Magnuson-Stevens Act, Tuna Conventions Act, and other applicable laws.
  • Work with HMS Branch on assignments related to fisheries management and policy, such as briefing papers and policy documents/reports for the PFMC and IATTC meetings under TCA.
  • Maintain and prepare correspondence to the IATTC secretariat and regional stakeholders; coordinate data submissions to IATTC requirements under TCA.
  • Participate (as a non‑voting member) on committees and meetings; provide the HMS Branch Chief with review of goals, duties, and progress.
