Job description

The individual in this position performs advanced clerical-accounting work involving the application of bookkeeping principles and practices. These functions are performed on a desktop and/or laptop PC and involve the Sage general ledger accounting software as well as the New World Systems general ledger software. This position is under the direction of the Fiscal Officer III.

The job responsibilities are completed at the Mental Health and Developmental Services (MH/DS) programs Administrator’s Office located at 111 North Pennsylvania Avenue, Wilkes-Barre, PA 18701.

The purpose of this role is twofold: 1) to maintain and execute all accounts receivable (AR) processes and procedures and 2) to manage and execute select accounts payable (AP) processes, specifically processing claims from submission to reimbursement for providers billing through the CPR Web platform. Key responsibilities include:

Accounts Receivable (AR):
  • Receive, document, and route all revenue, including physical checks and ACH payments, to the appropriate MH/DS accounts.
  • Prepare and initiate the cash receipt process and maintain accurate cash sheet tracking.
  • Prepare deposit slips for checks and deliver deposits to the Courthouse.
  • Request Pennsylvania Block Grant funds from Luzerne County when the MH/DS checking account lacks sufficient funds to pay weekly bills.
  • Run reports from the bank website, including bank statements and check listings.
  • Manage and reconcile petty cash accounts, ensuring receipts and cash balance accurately.
  • Add postage to the postage machine and ensure accounting postings are completed.
  • Provide general ledger analysis as requested by the supervisor for audits.
  • Assist with the reconciliation of revenues in collaboration with other fiscal team members.
  • Perform other duties as assigned.
Accounts Payable (AP):
  • Review and approve or deny provider bills submitted through the CPR Web platform. Responsibilities include verifying:
  • Authorization details and service dates.
  • Applicable rates and Determination of Liability forms.
  • Third-party insurance payments or Medical Assistance Rejection forms before processing.
  • Process approved CPR Web bills for payment and prepare service rendered reports for entry into Sage and New World Systems.
  • Update contract spreadsheets with expenses as bills are processed.
  • Perform contract reconciliation on a regular basis by comparing the Invoice log against both the General Ledger and contract spreadsheet.
  • Maintain and update the Mental Health Rate schedule in compliance with state and federal regulations.
  • Prepare reconciliations based on Explanation of Benefits and claims data.
  • Collaborate with fiscal team members to reconcile expenses as needed.
  • Provide general working knowledge of other Fiscal Technician duties to cover tasks such as invoice processing, check distribution, and payroll during staff leave.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities include understanding of basic accounting principles, modern office practices, data analysis, report writing, problem-solving, effective communication, and the ability to develop working relationships.

Eligibility Requirements:

  • Minimum experience and training as specified, including one year as a Fiscal Assistant or three years maintaining fiscal records, or an associate degree in accounting or business administration, or equivalent experience.
  • Residency in Pennsylvania.
  • No additional special requirements.

Additional criteria include merit system eligibility, civil service status, and prior classification experience.
